Those who reject Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.) are deaf and dumb in the darkness. Allâh sends astray whom He wills and He guides on the Straight Path whom He wills.

وَٱلَّذِينَwa-alladhīnaAnd those who

(Ayah 39) ➊ {وَالَّذِيْنَكَذَّبُوْابِاٰيٰتِنَا …:} That is, those who deny Our signs neither listen to the truth nor do truthful words come from their tongues, therefore they are deaf and dumb and are trapped in the darkness of disbelief, polytheism, and wrongful desires of the self. The same point is mentioned in Surah Al-Baqarah (17, 18) and Surah An-Nur (40). ➋ {مَنْيَّشَاِاللّٰهُيُضْلِلْهُ … :} But He only leads astray those who do not use their abilities properly. See Surah Al-Baqarah (26, 27) and Surah Al-A'raf (176), and He guides only those who, using their abilities properly, turn towards Him. See Surah Ash-Shura (13).

39. 1. Those who deny the signs of Allah, since they do not listen to the truth with their ears nor speak the truth with their tongues, are just like the mute and the deaf. Moreover, they are also surrounded by the darkness of disbelief and misguidance. Therefore, they cannot see anything that could lead to their correction. Thus, it is as if their senses have been taken away, from which they cannot benefit in any way. Then it is said that all authority is in the hands of Allah; He misguides whom He wills and guides whom He wills to the straight path. But His decision does not happen arbitrarily; rather, it is according to the demands of justice and fairness. He misguides only the one who is already entangled in misguidance, who neither strives to come out of it nor desires to come out of it. See also the footnote of Surah Al-Baqarah, verse 26.

39. And those who deny Our signs are deaf and dumb, in darknesses [45]. Allah lets whom He wills go astray, and guides whom He wills to the straight path.
[45] Whoever denies the signs of Allah, all paths of guidance are closed to him, and his example is like that of a mute, deaf person who is in deep darkness. Because of the darkness, he cannot see anything himself; because of being deaf, he cannot hear words of guidance; and because of being mute, he cannot ask anyone. If such a person is not misguided, then who will be? However, if a person changes his attitude and begins to reflect upon the signs of Allah, then Allah shows him the straight path.
