قَدْ خَسِرَ ٱلَّذِينَ كَذَّبُوا۟ بِلِقَآءِ ٱللَّهِ ۖ حَتَّىٰٓ إِذَا جَآءَتْهُمُ ٱلسَّاعَةُ بَغْتَةً قَالُوا۟ يَـٰحَسْرَتَنَا عَلَىٰ مَا فَرَّطْنَا فِيهَا وَهُمْ يَحْمِلُونَ أَوْزَارَهُمْ عَلَىٰ ظُهُورِهِمْ ۚ أَلَا سَآءَ مَا يَزِرُونَ ﴿31﴾
They indeed are losers who denied their Meeting with Allâh, until all of a sudden, the Hour (signs of death) is on them, and they say: "Alas for us that we gave no thought to it," while they will bear their burdens on their backs; and evil indeed are the burdens that they will bear!
قَدْ qad Indeed

بِلِقَآءِ biliqāi in (the) meeting
ٱللَّهِ ۖ l-lahi (with) Allah
حَتَّىٰٓ ḥattā until
إِذَا idhā when
جَآءَتْهُمُ jāathumu came to them
ٱلسَّاعَةُ l-sāʿatu the Hour
بَغْتَةًۭ baghtatan suddenly
قَالُوا۟ qālū they said
يَـٰحَسْرَتَنَا yāḥasratanā Oh! Our regret
عَلَىٰ ʿalā over
مَا what
فَرَّطْنَا farraṭnā we neglected
فِيهَا fīhā concerning it
وَهُمْ wahum while they
يَحْمِلُونَ yaḥmilūna will bear
أَوْزَارَهُمْ awzārahum their burdens

ظُهُورِهِمْ ۚ ẓuhūrihim their backs

(Ayah 31) {عَلٰى مَا فَرَّطْنَا فِيْهَا:} Here, the pronoun in {’’ فِيْهَا ‘‘} is either referring back to {’’ الْحَيٰوةُ الدُّنْيَاۤ ‘‘}, or to {’’ السَّاعَةُ ‘‘}, meaning: "Oh, our regret! For the shortcoming we committed in the world," or, "for the shortcoming we committed regarding the Hour."

31. 1 The loss and disappointment that will befall those who deny the meeting with Allah, the way they will be remorseful over their shortcomings, and the burden of evil deeds they will carry upon themselves, is depicted in the verse. In فَرَّطْنَا فِیْھَا, the pronoun refers to اَلسَّاعَۃُ, meaning the shortcomings we committed regarding the preparation and affirmation of the Day of Judgment; or it refers to الصَّفْقَۃُ (the transaction), which, although not explicitly mentioned in the wording, is indicated by the context, because loss occurs in a transaction. The intended transaction is the one in which they purchased disbelief in exchange for faith, meaning by making this transaction, we committed a grave shortcoming; or it refers to حیاۃ (life), meaning the shortcomings we committed in our lives by engaging in evil, disbelief, and polytheism. Surely those who denied the meeting with Allah are the losers, until when the Hour comes upon them suddenly, they will say: "Alas for us, how negligent we were regarding this matter!" And they will be carrying their burdens of sin [35] on their backs. Behold! How evil is the load they bear.

[35] The burden of sins will not be merely imaginary or conceptual, but this burden will be given a form and placed on the backs of the sinners in the shape of certain animals. As is explicitly mentioned in authentic ahadith.
