(Ayah 18) {وَهُوَالْقَاهِرُفَوْقَعِبَادِهٖ …: } This is also evidence that no one besides Him should be taken as a guardian. (Razi) The meaning is that all people, no matter how great a tyrant they may be, are powerless before Him, all necks are bowed before Him, He is dominant over everyone, and the entire universe is obedient to Him. Of Allah’s two attributes—perfect power and knowledge—the first sentence «وَهُوَالْقَاهِرُفَوْقَعِبَادِهٖ» points to perfect power, and the second sentence «وَهُوَالْحَكِيْمُالْخَبِيْرُ» establishes perfect knowledge, meaning He is perfectly wise in His commands and fully aware of His servants’ affairs. 18. 1. That is, all necks are bowed before Him, the great tyrants are helpless before Him, He is dominant over everything and the entire universe is obedient to Him. He is Wise in all His actions and is aware of everything, thus He knows who is deserving of His favor and bounty and who is undeserving.

18. He has complete authority [19] over His servants, and He is the All-Wise, the All-Aware.
[19] That is, no one can escape from the grip of power and authority, nor can anyone run away anywhere. Therefore, the best course for the servants is to bow their heads in submission before Him. He is fully aware of the conditions of His servants and knows well which action is appropriate for them.
