Then, We gave Mûsâ (Moses) the Book [the Taurât (Torah)] to complete (Our Favour) upon those who would do right, and explaining all things in detail and a guidance and a mercy that they might believe in the meeting with their Lord.

(Ayah 154) ➊ { ثُمَّاٰتَيْنَامُوْسَىالْكِتٰبَ:} "Then We gave Moses the Book"—here, the word "then" is not for chronological order, meaning that Moses (peace be upon him) received the Book later, but rather it is due to the order of mention; this is called "order of mention," for example, see Surah Al-Balad, Ayah (17). In several places, Allah Almighty has mentioned the Qur'an and the Torah together. (Ibn Kathir) ➋ {تَمَامًاعَلَىالَّذِيْۤاَحْسَنَ …… : ’’ تَمَامًا ‘‘} Here, {’’ اِتْمَامًا ‘‘} (to complete) means to perfect the favor upon every person who does good, and that We revealed the Torah as a detailed explanation of everything, guidance, and mercy, and its purpose was that they, that is, the Children of Israel, would believe in the meeting with their Lord.

154. 1 It is the style of the Noble Quran, which is repeated in several places, that wherever the Quran is mentioned, the Torah is also mentioned, and wherever the Torah is mentioned, the Quran is also mentioned. Several examples of this have been cited by Hafiz Ibn Kathir. According to this style, here is the mention of the Torah and its description, that it too was a comprehensive book of its time in which all matters of their religious needs were explained in detail, and it was a source of guidance and mercy.

Then We gave Moses a Book, complete for those who would do good, and containing detailed explanation of every (necessary) thing [176.1]. It was a guidance and a mercy, so that perhaps they would believe in the meeting with their Lord [177].
[176۔ 1] From this it is clear that the Old Testament found in the Bible today, which is referred to as the Torah, is not the same Torah that was revealed to Musa ؑ. Because that Torah was lost twice and rewritten anew, then additional material was included in it and alterations were made. And the Torah that was revealed to Musa ؑ left nothing lacking for the guidance of righteous people. It was complete in every respect regarding moral, civil, social, and economic commandments, and its prominent quality was that it firmly established faith in the Hereafter. [177] Comparison of the Life of One Who Has Faith in the Hereafter and One Who Does Not:
Meeting with the Lord means the concept of being answerable for one's deeds in the presence of Allah. This is the very concept that can change the direction of a person's life. The life of a person who does not have faith in the Hereafter can be extremely unrestrained, irresponsible, and even savage. It is precisely the concept of accountability before Allah in the Hereafter that binds a person to obey divine commands and refrain from prohibitions, and compels him to live a most cautious and responsible life in this world. That is, the Children of Israel were given this Book so that its wise teachings would instill in them a sense of responsibility, and observing the lives of those who have faith in the Hereafter and those who do not would draw them from denial to faith.
