Surah Al-An'aam (6) — Ayah 149

قُلْ فَلِلَّهِ ٱلْحُجَّةُ ٱلْبَـٰلِغَةُ ۖ فَلَوْ شَآءَ لَهَدَىٰكُمْ أَجْمَعِينَ ﴿149﴾
Say: "With Allâh is the perfect proof and argument, (i.e. the Oneness of Allâh, the sending of His Messengers and His Holy Books to mankind); had He so willed, He would indeed have guided you all."
قُلْ qul Say
فَلِلَّهِ falillahi With Allah
ٱلْحُجَّةُ l-ḥujatu (is) the argument
ٱلْبَـٰلِغَةُ ۖ l-bālighatu the conclusive
فَلَوْ falaw And if
شَآءَ shāa He (had) willed
لَهَدَىٰكُمْ lahadākum surely He (would) have guided you
أَجْمَعِينَ ajmaʿīna all

(Ayah 149){ قُلْ فَلِلّٰهِ الْحُجَّةُ الْبَالِغَةُ …… :} Say to them that then the complete proof belongs only to Allah, which is exactly according to reality, that His will, intention, and choice are separate things, and being pleased and satisfied with any action is a separate thing. And in this is His wisdom, that He has tested you by giving you the choice of guidance and misguidance. If He had willed, He would have guided all of you, then no one could have gone astray, but this would have been compulsion, which does not befit His wisdom. 149. Say, "The conclusive argument (in contrast to your conjectures) belongs to Allah [162]. So if He had willed, He would have surely guided you all [163]."

[162] That is, Allah Almighty has completed the argument against the people, and by sending His messengers and books, He has fully informed all people about the paths of good and evil and their outcomes, and has also made clear the rulings of what is lawful and unlawful.
[163] This is the answer to the flimsy excuse of the polytheists, which is that in reality, it is His will that you do not receive guidance, but this is not His pleasure. And since Allah has completed the argument, therefore He will certainly punish you for your crimes.
