Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 123) ➊ { وَ كَذٰلِكَ جَعَلْنَا فِيْ كُلِّ قَرْيَةٍ …… : ’’ اَكٰبِرَ ‘‘} is the plural of {’’ اَكْبَرُ ‘‘}, the noon of {’’ مُجْرِمِيْنَ ‘‘} has dropped due to its annexation to {’’ هَا ‘‘}, meaning just as in Makkah, previously also We made the chiefs, leaders, and influential people of every town from among its criminals, as a result of which they kept people from faith through their deception, trickery, and power, and remained involved in sin and immorality. These same people used to confront the prophets, but in the end, the outcome was the dominance of the believers. Shah Abdul Qadir (may Allah have mercy on him) writes: The leaders of the disbelievers always devise schemes so that the common people do not become obedient to the prophet, just as Pharaoh, when he saw the miracle, devised a scheme saying that he wants to seize the kingdom through magic. (Muwaddih)
{وَ مَا يَمْكُرُوْنَ اِلَّا بِاَنْفُسِهِمْ:} means its consequence will fall back upon themselves, so it is as if they are deceiving themselves.

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. This tafsir explains the meanings of the Quran in accordance with the methodology of the Salaf (early righteous generations), relying on authentic sources and straightforward language. Due to its reliability and adherence to sound Islamic scholarship, the Saudi government publishes and distributes this tafsir among the Hujjaj (pilgrims) visiting the Haramain. The tafsir is originally written in Urdu, translated to English by tohed.com.

123. 1. Akabir is the plural of Akbar; it refers to the leaders and prominent figures among the disbelievers and sinners, because they are the ones who take the lead in opposing the prophets and callers to the truth, while the common people merely follow them. Moreover, such people are generally distinguished in terms of worldly wealth and family prestige as well. Therefore, they are also prominent in their opposition to the truth. This same theme is also mentioned in Surah Saba, verses 31 to 33, Surah Zukhruf 23, Surah Nuh 22, and others.

123. 2. That is, the consequence of their own mischief, as well as the consequence of those who follow them, will fall upon them (see also Surah Ankabut 13, Surah Nahl 25).

Tafsir Taiseer ul-Quran (Facilitation of the Quran) is a comprehensive Quran commentary by Maulana Abdul Rahman Kilani, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. Known for his eloquent and accessible writing style, Kilani authored this tafsir with a focus on clarity — making Quranic meanings understandable to the common reader. The tafsir provides detailed historical context for verses related to battles and expeditions, and firmly refutes modernist ideologies using strong scriptural evidence. It is widely regarded as an invaluable resource for understanding the Quran and countering deviant interpretations. The tafsir is originally written in Urdu, translated to English by tohed.com.

123. And thus We have placed in every city its greatest criminals to plot within it [130]. But they plot only against themselves, yet they do not perceive.

[130]
The Plots of the Disbelievers Turn Back Upon Them:

That is, just as the chiefs of Quraysh in Makkah are oppressing the Muslims and plotting against them with the support of others, this matter is not limited to the chiefs of Makkah alone, but the same is the case with the chiefs of every town. They always hinder the path of truth and continue to plot and deceive, and these are the people who are the greatest criminals in the sight of Allah. They do this because the call to truth strikes a severe blow to their leadership, just as Pharaoh, after seeing the miracles of Musa ؑ, said that this is clear magic and its purpose is to seize power. Allah Almighty says, let them plot as much as they wish, in the end, they themselves will be caught in this trap, but at this time they do not understand this.
