And the Word of your Lord has been fulfilled in truth and in justice. None can change His Words. And He is the All-Hearer, the All-Knower.

(Ayah 115) ➊ { وَتَمَّتْكَلِمَتُرَبِّكَ …… :} Here, by "word" and "words" is meant the Quran, that is, the Quran is sufficient as a miracle and as proof of the truthfulness of your (Prophet Muhammad's) prophethood. Because all the subjects of the Quran are of only two types: reports or commands. Here, {’’ صِدْقًا ‘‘} relates to reports and {’’ عَدْلًا ‘‘} relates to commands, and the meaning is that all the reports in the Noble Quran, whether they are related to Allah's essence and attributes, or past events, or future promises and incidents, all of them are completely true, and all the commands in it are based on justice and fairness; there is no room for any kind of change or amendment in them. In the presence of such a perfect book, there remains no room for these satanic whispers or intellectual doubts and suspicions. (Razi) Then why are they interfering in such an important issue as slaughter with their own misunderstanding? ➋ { لَامُبَدِّلَلِكَلِمٰتِهٖ: } That is, neither can such doubts affect the miraculous nature of the Quran, nor is any amendment permissible in its commands and prohibitions, nor, as alteration occurred in the Torah and the Gospel, can it occur in the Quran. 115. 1. In terms of reports and events, it is truthful, and in terms of commands and rulings, it is just, meaning that every command and prohibition in it is based on justice and fairness, because it has only commanded those things in which there is benefit for humans, and has only prohibited those things in which there is harm and corruption. Even if humans, due to their ignorance or satanic deception, may not understand this reality.
115. 2. That is, there is no one who can change any command of the Lord, because there is no one more powerful than Him.
115. 3. That is, He is the One who hears the words of the servants and knows every single movement and gesture of theirs, and will reward each one accordingly.

115. The word of your Lord is perfected in truth and justice. None can change His words [120], and He is the All-Hearing, the All-Knowing.
[120] All the News of the Noble Quran is True and Its Commands are Moderate:
That is, in this Book, so many arguments have been given regarding the Oneness of Allah, that the truth has become clear and manifest. The commands of your Lord have been fulfilled with truth and justice. All the news in this Book is true, and its commands are moderate and just. No one has the power to alter these commands and decrees in any way, nor can anyone conceal any verse from it, nor can anyone add anything from themselves. It should be noted that any revealed book can, in a general sense, be divided into two parts. One part is related to news or information, whether it is about the conditions of past nations and prophets, or prophecies about the future, such as which trials or events will occur before the Day of Judgment, and whether they are related to metaphysical matters, such as resurrection, standing before Allah, accountability for one's deeds, and descriptions of Paradise and Hell, etc. The second part is that in which commands and prohibitions are stated, whether they are related to the rights of Allah or the rights of the servants, or whether they are social and civil commands, or economic, political, or related to family life. The news given in the Noble Quran related to the first category is complete, based on solid facts, and true. And the commands stated in the second part are free from excess and deficiency, and are extremely moderate and balanced. And the reason for this is that Allah Almighty is the One Who hears the words of all people Himself and knows well all their conditions in every way.
