O you who believe! When you (want to) consult the Messenger (Muhammad صلى الله عليه وسلم) in private, spend something in charity before your private consultation. That will be better and purer for you. But if you find not (the means for it), then verily, Allâh is Oft-Forgiving, Most Merciful.

(Ayah 12) ➊ {يٰۤاَيُّهَاالَّذِيْنَاٰمَنُوْۤااِذَانَاجَيْتُمُالرَّسُوْلَ …:} Every Muslim desired to converse privately and in seclusion with the Prophet (peace be upon him), which caused hardship for the Prophet (peace be upon him). In addition, the hypocrites began whispering to the Prophet (peace be upon him) merely to show off their own importance. Each individual would take up a considerable amount of his time, causing inconvenience to others, as they would not get the opportunity to benefit generally. This behavior was also burdensome for the Prophet (peace be upon him) himself, but due to his kindness and good character, he would not refuse anyone. Therefore, Allah Almighty commanded that whoever wishes to speak privately with him should first give charity before doing so. However, there was a concession for poor Muslims: if you do not have anything to give as charity and it is necessary for you to speak privately, then Allah Almighty is Forgiving and Merciful. The hypocrites were generally wealthy but extremely stingy, so due to their miserliness, they stopped wasting his time by conversing with him in private.
➋ { ذٰلِكَخَيْرٌلَّكُمْوَاَطْهَرُ:} That is, the purpose of this command is not only to relieve the Messenger of Allah (peace be upon him) from hardship, but also to train you: whenever you desire to speak privately with the Messenger of Allah (peace be upon him), and each time you give charity before doing so, it will benefit the poor, you will develop the habit of spending, the baseness of miserliness will be removed, there will be blessing in wealth, protection from calamities, hardships, and Hell, and your wealth and hearts will attain purity.

12. 1 Every Muslim desired to have private conversation and confidential discourse with the Prophet ﷺ, which caused considerable discomfort to the Prophet ﷺ. Some say that the hypocrites would engage in private conversation with the Prophet ﷺ without any reason, which caused distress to the Muslims. Therefore, Allah revealed this command so that the general inclination to converse with him would be discouraged.
12. 2 It is better because the charity will benefit your other poor Muslim brothers, and it is purer because it is a righteous deed and obedience to Allah, through which human souls are purified. From this, it is also understood that this matter was recommended, not obligatory.

12. O you who believe! When you wish to converse privately with the Messenger of Allah ﷺ, then offer charity (to the needy) before your private conversation. That is better and purer [16] for you. But if you do not find anything to give, then surely Allah is Most Forgiving, Most Merciful.
[16] The Temporary Requirement of Giving Charity Before Private Consultation with You and Its Benefits:
Some hypocrites had the habit of starting private conversations with you merely to highlight their own personalities and to boast, wasting so much of your time in useless talk that others were deprived of the opportunity to benefit from you ﷺ. Or, at times when you desired privacy, you would not get such an opportunity. Then, seeing the hypocrites, some Muslims also began to do the same, and you would be ready to listen to everyone and, due to kindness and good manners, would not refuse anyone. This resulted in various kinds of harm. Therefore, Allah Himself placed a restriction on such freedom and said that whoever wishes to have a private conversation with you must first give some charity. Only then would he be permitted to have a private conversation, and there were many benefits in this command. For example: serving the needy, purification of the soul of the one giving charity, preventing anyone from harboring ill thoughts, distinguishing between the sincere and the hypocrite, and reducing the number of those seeking private conversation, etc. The only exception in this command was that if someone was truly extremely poor and genuinely needed to have a private conversation, he could do so without giving charity. Due to their inherent miserliness, the hypocrites abandoned this habit, and the Muslims also understood that excessive private conversation is not liked by Allah and what harms it can cause.
