Secret counsels (conspiracies) are only from Shaitân (Satan), in order that he may cause grief to the believers. But he cannot harm them in the least, except as Allâh permits. And in Allâh let the believers put their trust.

ٱلنَّجْوَىٰl-najwāthe secret counsels
مِنَmina(are) from
ٱلشَّيْطَـٰنِl-shayṭānithe Shaitaan
لِيَحْزُنَliyaḥzunathat he may grieve
ٱلَّذِينَalladhīnathose who
ءَامَنُوا۟āmanūbelieve
وَلَيْسَwalaysabut not
بِضَآرِّهِمْbiḍārrihimhe (can) harm them
شَيْـًٔاshayan(in) anything
إِلَّاillāexcept
بِإِذْنِbi-idh'niby Allah's permission

(Ayah 10){ اِنَّمَاالنَّجْوٰىمِنَالشَّيْطٰنِلِيَحْزُنَالَّذِيْنَاٰمَنُوْا … : ’’حَزِنَيَحْزَنُ‘‘} (S) To be grieved and {’’حَزَنَيَحْزُنُ ‘‘} (N) to cause grief. In this, Muslims are given comfort that these whisperings of the Jews and hypocrites are actually the handiwork of Satan, by which he wants to make the believers grieved. If you see such a thing, there is no need to be overly worried, because without Allah's decree, Satan cannot harm you in any way, nor can these whisperings cause you any loss. Therefore, put your trust in Allah alone and do not become grieved, giving Satan a chance to be pleased.

10. 1 That is, secret counsels based on sin, transgression, and disobedience to the Messenger are satanic acts, because it is Satan who incites them, so that through this he may cause grief to the believers.
10. 2 But these secret counsels and satanic actions cannot harm the believers in any way except by Allah’s will. Therefore, do not be disturbed by these petty actions of your enemies, but rather put your trust in Allah, for all matters are in His control and He alone has power over everything, not the Jews and hypocrites who wish to destroy you. Regarding secret counsels, Muslims have been given a moral instruction that when three people are together, two of them should not hold a secret conversation excluding the third, because this will cause grief to that one person. Sahih Bukhari. However, if he consents and permits, then it is permissible to do so, because in that case, the secret conversation of two people will not be a cause of concern for anyone.

10. Secret counsels are only from Satan, so that he may grieve those who have believed, but he cannot harm them at all except by Allah’s permission. And upon Allah let the believers put their trust [11].
[11] The purpose of these secret talks of the hypocrites was only that the Muslims become saddened and distressed and become anxious. And it was Satan who was making them do this. But Muslims should remember that Satan cannot harm them in any way, nor can his followers do anything to them. Benefit and harm are only in the hands of Allah, therefore they should trust only in Allah and pay no attention whatsoever to these impure whisperings of the hypocrites. This trust will create such strength in their hearts that they will be freed from many useless fears and imaginary worries. They should leave the hypocrites to their own state. In facing wrongdoers, they should not lose self-control and should continue their work with calmness and tranquility.
