Those who are misers and enjoin upon people miserliness - (Allâh is not in need of their charity). And whosoever turns away (from Faith - Allâh’s Monotheism), then Allâh is Rich (Free of all needs), Worthy of all praise.

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 24) ➊ {الَّذِيْنَ يَبْخَلُوْنَ وَ يَاْمُرُوْنَ النَّاسَ بِالْبُخْلِ:} By this are meant the hypocrites who had recited the kalimah and become Muslims, but when the time for jihad came, they would avoid participating in battle and were stingy in spending, and in fact, they would also prevent their associates from spending, as stated elsewhere: « هُمُ الَّذِيْنَ يَقُوْلُوْنَ لَا تُنْفِقُوْا عَلٰى مَنْ عِنْدَ رَسُوْلِ اللّٰهِ حَتّٰى يَنْفَضُّوْا وَ لِلّٰهِ خَزَآىِٕنُ السَّمٰوٰتِ وَ الْاَرْضِ وَ لٰكِنَّ الْمُنٰفِقِيْنَ لَا يَفْقَهُوْنَ » [ المنافقون : ۷ ] "These are the ones who say, 'Do not spend on those who are with the Messenger of Allah until they disperse,' even though the treasures of the heavens and the earth belong to Allah alone, but the hypocrites do not understand."

{وَ مَنْ يَّتَوَلَّ فَاِنَّ اللّٰهَ هُوَ الْغَنِيُّ الْحَمِيْدُ:} By bringing the separating pronoun {’’ هُوَ ‘‘} and by bringing the definite article on the predicate {’’ الْغَنِيُّ الْحَمِيْدُ ‘‘}, exclusivity is being established that only Allah is Ghani (Free of need) and Hamid (Praiseworthy), no one else. That is, whoever turns away from spending in jihad even after hearing so much advice and thinks that by not spending, Islam and the Muslims will suffer any harm, then this thought of his is false, because the owner of all the treasures of the heavens and the earth is only Allah (as mentioned in the previous benefit), and He alone is Ghani, all others are in need of Him. Whoever spends, spends from what He has given and spends for his own benefit; Allah is independent of his spending. Along with Ghani, the attribute Hamid is mentioned, because many wealthy people, despite possessing temporary wealth, use their wealth in blameworthy deeds, but Allah is such a Ghani that He is pure from every blameworthy attribute and action and is the owner of all perfections and virtues.

24-1. That is, from spending in the way of Allah, because the real miserliness is this.
