لَّا يَمَسُّهُۥٓ إِلَّا ٱلْمُطَهَّرُونَ ﴿79﴾
Which (that Book with Allâh) none can touch but the purified (i.e. the angels).

79-1 That is, only the angels touch this Quran, meaning that in the heavens, no one except the angels has access to this Quran. Who is meant by ﴿مطهرون﴾?

This can have several meanings. One is that by “pure ones” are meant the angels. That is, this Book, the Noble Quran, is inscribed in the Preserved Tablet, and only pure angels bring it from there to the Messenger of Allah ﷺ. No devil can reach there to bring it down upon the heart of a soothsayer. The second meaning is that access to the subjects and meanings of the Quran is only possible for those whose thoughts are pure, who are free from the prejudices of disbelief and polytheism, and who possess sound intellect and a healthy heart. Those whose thoughts are impure cannot possibly access the lofty subjects and meanings of the Quran. The third meaning is that only pure people can or should touch the Noble Quran. Polytheists and impure people should not touch it. From this verse, some scholars have derived the ruling that people without ablution (wudu) should not touch the Quran. However, the more correct opinion is that even those without ablution can touch and recite the Quran. Only those in a state of major impurity (janabah) and women in menstruation or postnatal bleeding cannot touch the Quran until they become pure. However, a woman in menstruation or postnatal bleeding can recite the Quran orally and can teach it as well.
