Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
(Ayah 15) {وَخَلَقَالْجَآنَّمِنْمَّارِجٍمِّنْنَّارٍ :} Tabari said {’’ مَارِجٍمِّنْنَّارٍ ‘‘} a mixture of red, yellow, and green colored fire. The meaning is the flame of fire and its tip. This is from {’’مَرَجَأَمْرُالْقَوْمِ‘‘}, which means "the affairs of the people became mixed together." Similarly, it is from the saying of the Prophet (peace be upon him) which he said to Abdullah bin Amr (may Allah be pleased with them both): [ يَاعَبْدَاللّٰهِابْنَعَمْرٍو! كَيْفَبِكَإِذَابَقِيْتَفِيْحُثَالَةٍمِّنَالنَّاسِوَفِيْأَبِيْدَاوٗدَ : قَدْمَرِجَتْعُهُوْدُهُمْوَأَمَانَاتُهُمْ ][ بخاري، الصلاۃ، باب تشبیک الأصابع…: ۴۸۰۔ أبو داوٗد : ۴۳۴۲ ] "O Abdullah bin Amr! What will be your condition when you remain among people like sifted bran?" In Abu Dawood it is: "Whose covenants and trusts will be mixed together." And Tabari, with an authentic chain from Ali bin Abi Talhah, has narrated the meaning of {’’ مَارِجٍمِّنْنَّارٍ ‘‘} as {’’خَالِصُالنَّارِ‘‘}.

The tafsir is originally written in Urdu, translated to English by tohed.com.
15. 1. By this is meant the first jinn who is the father of the jinn, or jinn as a species, as the translation has been done considering the species. مَارِجٍ refers to a rising flame of fire.
Tafsir Taiseer ul-Quran — Maulana Abdul Rahman Kilani

15. And He created the jinn from a smokeless flame of fire [13].
[13] The Creation and Progeny of the Jinn:
﴿مَارِجٍ﴾ means the hottest upper part of the flame, which is completely free from smoke. (Fiqh al-Lughah) That is, the blaze of fire. Just as, after passing the clay through several stages and making it more and more refined, man was created. Similarly, the jinn were not created from the ordinary fire produced by wood and coal, but from this hotter and more refined part. Before humans, this fiery creation inhabited the earth. Among them, the chain of prophethood was also ongoing. After the creation of man, the chain of prophethood was transferred to humans, because the noblest of creation is man, not the jinn. The prophet who was sent to humans was also for the jinn. The Prophet of the Last Age ﷺ is our Prophet as well as the Prophet for the jinn. Among the jinn, there are disbelievers, polytheists, believers, righteous and wicked—just as among humans, people of every class are found. They also have offspring and the process of reproduction continues.
