إِنَّ ٱلْمُجْرِمِينَ فِى ضَلَـٰلٍ وَسُعُرٍ ﴿47﴾
Verily the Mujrimûn (polytheists, disbelievers, sinners, criminals) are in error (in this world) and will burn (in the Hell-fire in the Hereafter).
إِنَّ inna Indeed

وَسُعُرٍۢ wasuʿurin and madness

(Ayah 47){ اِنَّ الْمُجْرِمِيْنَ فِيْ ضَلٰلٍ وَّ سُعُرٍ:} By "criminals" is meant the polytheists, as He said: « اِنَّ الَّذِيْنَ اَجْرَمُوْا كَانُوْا مِنَ الَّذِيْنَ اٰمَنُوْا يَضْحَكُوْنَ» [ المطففین : ۲۹ ] "Indeed, those who committed crimes used to laugh at those who believed." And He said: « هٰذِهٖ جَهَنَّمُ الَّتِيْ يُكَذِّبُ بِهَا الْمُجْرِمُوْنَ» [ الرحمٰن : ۴۳ ] "This is the Hell which the criminals used to deny." That is, the polytheists consider themselves to be very wise and on the right path, but in reality, they are involved in great misguidance and madness.

The Literal Meaning of ﴿سعر﴾:

﴿سُعُر﴾ ﴿سعر﴾ means the blazing of fire and the bursting forth of flames. Then, this word is figuratively used in the sense of provoking or becoming provoked. And ﴿سعر﴾ refers to such madness that a person, upon something, immediately becomes provoked and starts doing wrong actions, and his intellect does not function properly. That is, the condition of these criminals has become such that, before even reflecting on any word of guidance, they flare up instantly.
