وَأَنَّهُۥ هُوَ أَضْحَكَ وَأَبْكَىٰ ﴿43﴾
And that it is He (Allâh) Who makes (whom He wills) laugh, and makes (whom He wills) weep.
وَأَنَّهُۥ wa-annahu And that He

وَأَبْكَىٰ wa-abkā and makes (one) weep

{ وَ اَنَّهٗ هُوَ اَضْحَكَ وَ اَبْكٰى …:} In the previous verses, there was mention of those matters which are within human control; despite having control, human shortcomings in them are an established fact, as He said: « كَلَّا لَمَّا يَقْضِ مَاۤ اَمَرَهٗ » [ عبس : ۲۳ ] "Never! He has not yet fulfilled what He was commanded." Then, how can anyone have room to claim self-purification? Now, there is mention of those matters in which humans have no control, such as making one laugh or cry, causing death, giving life, making someone male and someone female from a single drop, bringing back to life after death, enriching, granting treasures, being the Lord of all the stars worshipped by the polytheists, especially "Shu'ra," and destroying mighty nations for their disobedience— all of this is solely the work of Allah Almighty. Then, when a human is so helpless before this All-Powerful that even his laughing, crying, living, and dying are not in his control, nor does he know what the next moment holds— whether he will laugh or cry, live or die— then with what face does he claim self-purification?

{ وَ اَنَّهٗ هُوَ اَغْنٰى وَ اَقْنٰى … : ’’ اَقْنٰى ‘‘ ’’قِنْيَةٌ‘‘} is from a word that means "treasure." That is, He alone granted wealth for gathering and making treasures. The verse: « وَ اَنَّهٗ هُوَ اَضْحَكَ وَ اَبْكٰى » and this verse: « وَ اَنَّهٗ هُوَ اَغْنٰى وَ اَقْنٰى»— in both, after {’’ اَنَّهٗ ‘‘}, the pronoun {’’ هُوَ ‘‘} creates exclusivity, meaning He alone is the One Who made to laugh and made to cry...

{ وَ اَنَّهٗ هُوَ رَبُّ الشِّعْرٰى:} Despite being the Lord of everything, the specific mention of being the Lord of this star is because some Arabs, such as the Khuza'ah tribe and others, used to worship it. Therefore, it is said that the star you worship, your destinies are not in its control; it does not even own its own destiny, rather its Lord is also Allah Almighty.

43. And that it is He who makes one laugh and weep [31].

[31] That is, every person’s distress and comfort, happiness and sorrow, and all such apparent and hidden causes are in His power. He has the power to change every person’s fate both suddenly and gradually.
