(Ayah 33) {اَمْيَقُوْلُوْنَتَقَوَّلَهٗبَلْلَّايُؤْمِنُوْنَ: ’’تَقَوَّلَيَتَقَوَّلُتَقَوُّلًا‘‘} (tafa‘‘ul) means to fabricate and make up something with affectation. {’’فُلَانٌتَقَوَّلَعَلٰيفُلَانٍ‘‘} "So-and-so has fabricated a lie against so-and-so." That is, they say about the Quran that the Prophet has made up these words himself and attributed them to Allah. Allah Almighty did not say in response that no, this is not made up by the Prophet but is the word of Allah, because their own hearts know that this cannot be the Prophet’s own speech. Those who are people of the language understand upon hearing it that this cannot be human speech. Then, a person who knows the Messenger of Allah (peace be upon him) cannot even imagine that someone who, for forty years before prophethood, never attributed a lie to any human being, could attribute a lie to Allah. Therefore, it is said: « بَلْلَّايُؤْمِنُوْنَ» That is, the reason for their opposition is not that you (peace be upon him) have fabricated this Quran yourself, but the real matter is that these people simply do not want to accept; they have already decided that under no circumstances will they believe.

33. Or do they say, "He has fabricated it himself" [26]? (No,) rather, they will never believe.
[26] The Accusations of the Quraysh Against You Regarding the Quran:
Among their accusations was also this: that he has himself authored the Quran and then attributes it to Allah. And sometimes they would say that he learns the Quran from some non-Arab scholar and then recites it to us, claiming that it is the word of Allah. While making this accusation, they did not even feel ashamed that the person who, throughout his life, never lied to anyone, never accused anyone, never deceived anyone—could he ever attribute such a lie to Allah? Then they also did not consider that they used to hear his speech even before prophethood, and after prophethood, he does not only recite the word of Allah but also says many other things. So do they not perceive any difference between his own speech and the speech of Allah? The real matter is that their intellects do function properly, but there is corruption in their intentions, due to which they have resolved that they will not believe at any cost.
