The Literal Meaning of ﴿رَقِّ﴾:

﴿رَقِّ﴾ means to be thin and soft, and ﴿رق﴾ refers to anything that is thin and soft, such as the leaves of trees, membrane, thin leather, and paper, etc. (Mufradat). The heavenly scriptures were generally written on membrane and thin leather so that they could withstand the passage of time and not be damaged. The meaning of nashr is also to open and to spread. According to the first meaning, it would mean the book whose pages are open. It is said: "Nashartu al-kitab thumma tawaytuhu" — I opened the book and then closed it. By this, any heavenly book could be meant, even the Preserved Tablet (al-Lawh al-Mahfuz), and in connection with the context or the mention of Tur, the tablets of the Torah as well. According to the second meaning, it refers to the collection of the People of the Book's scriptures that were available even in the Prophetic era, were not rare, and were well-known among the people.
