فَوَرَبِّ ٱلسَّمَآءِ وَٱلْأَرْضِ إِنَّهُۥ لَحَقٌّ مِّثْلَ مَآ أَنَّكُمْ تَنطِقُونَ ﴿23﴾
Then by the Lord of the heaven and the earth, it is the truth (i.e. what has been promised to you), just as it is the truth that you can speak.
فَوَرَبِّ fawarabbi Then by (the) Lord

(Ayah 23) {فَوَرَبِّ السَّمَآءِ وَ الْاَرْضِ اِنَّهٗ لَحَقٌّ … :} To instill certainty about something, it is likened to something that is absolutely certain to the listener. For example, it is said: {’’كَمَا أَنَّكَ هٰهُنَا‘‘} that this matter is as certain as your being present here, or {’’كَمَا أَنَّكَ تَسْمَعُ وَ تَرٰي‘‘} as certain as your hearing and seeing. Here, to instill certainty about the matters mentioned previously, Allah Almighty swore by the Lord of the heavens and the earth, saying that all of this is as true and certain as your certainty that you speak. Among the things mentioned earlier, the closest is that your provision and all the things promised to you are in the heaven. Therefore, the meaning is that your provision and the things promised to you being in the heaven is as certain as your speaking is certain, and you have no doubt that you are indeed speaking. {’’ اِنَّهٗ لَحَقٌّ ‘‘} (Indeed, this is the truth) may refer to all the things mentioned from the beginning of the surah up to this point, that indeed, the promises made to you, the Resurrection, reward and punishment, Paradise and Hell, your provision, and the things promised to you being in the heaven are as true as it is true that you are speaking and you have no doubt about your speaking. Allah Almighty mentioned speaking instead of hearing or seeing because sometimes there can be doubt in hearing or seeing, but a person never doubts his own speaking, that he is speaking and talking.

[17] That is, just as you have no doubt or uncertainty in your own speech, likewise there is no room for any doubt or uncertainty in this statement either. The Day of Resurrection will certainly be established. The Hereafter will surely come. Your deeds will definitely be accounted for. Then you will also be given the due punishment.
