نَّحْنُ أَعْلَمُ بِمَا يَقُولُونَ ۖ وَمَآ أَنتَ عَلَيْهِم بِجَبَّارٍ ۖ فَذَكِّرْ بِٱلْقُرْءَانِ مَن يَخَافُ وَعِيدِ ﴿45﴾
We know best what they say. And you (O Muhammad صلى الله عليه وسلم) are not the one to force them (to Belief). But warn by the Qur’an; him who fears My Threat.
نَّحْنُ naḥnu We
أَعْلَمُ aʿlamu know best
بِمَا bimā [of] what
يَقُولُونَ ۖ yaqūlūna they say
وَمَآ wamā and not
أَنتَ anta (are) you
عَلَيْهِم ʿalayhim over them
بِجَبَّارٍۢ ۖ bijabbārin the one to compel
فَذَكِّرْ fadhakkir But remind
بِٱلْقُرْءَانِ bil-qur'āni with the Quran
مَن man whoever
يَخَافُ yakhāfu fears
وَعِيدِ waʿīdi My threat

(Ayah 45) ➊ { نَحْنُ اَعْلَمُ بِمَا يَقُوْلُوْنَ:} This sentence is a warning and threat for the disbelievers and a source of comfort and reassurance for the Messenger of Allah, peace and blessings be upon him.
{ وَ مَاۤ اَنْتَ عَلَيْهِمْ بِجَبَّارٍ:} That is, your task is not to force them to become Muslims; your task is only to convey the message, as He said: « اِنَّمَاۤ اَنْتَ مُذَكِّرٌ (21) لَسْتَ عَلَيْهِمْ بِمُصَۜيْطِرٍ» [ الغاشیۃ : 22،21 ] "So you are only a reminder. You are not at all a controller over them."
{فَذَكِّرْ بِالْقُرْاٰنِ مَنْ يَّخَافُ وَعِيْدِ: ’’ وَعِيْدِ ‘‘} Originally it is {’’وَعِيْدِيْ‘‘}, My warning. This does not mean that you should not advise others, rather it means that only he will benefit from your advice who fears My warning, as He said: « اِنَّمَا تُنْذِرُ الَّذِيْنَ يَخْشَوْنَ رَبَّهُمْ بِالْغَيْبِ وَ اَقَامُوا الصَّلٰوةَ » [ فاطر : ۱۸ ] "So you only warn those who fear their Lord unseen and establish prayer."

45. 1. That is, you ﷺ are not responsible for compelling people to believe; rather, your ﷺ duty is only to convey and invite, so continue doing that.

45. 2. That is, only the one who fears Allah and His warnings of punishment and believes in His promises will take admonition from your ﷺ message of remembrance. That is why Qatadah used to supplicate: "O Allah, make us among those who fear Your warnings and hope for Your promises. O Beneficent, O Merciful."

45. We know well what they say [52]. You are not one to compel [53] them, so remind, through this Quran, every one who fears My warning of punishment.

[52] In this sentence, there is both comfort for you ﷺ and a warning and threat for the disbelievers of Makkah.
[53] That is, it is not your ﷺ responsibility to force anyone to believe through compulsion and coercion. Your ﷺ duty is only to keep admonishing people by reciting this Quran to them; then, whoever has even a little fear of Allah in his heart will surely accept this admonition, and as for those who are not even willing to listen to the Quran, their matter is left to Allah, and you ﷺ have no responsibility regarding them.
