Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 63,62) {لَوْ لَا يَنْهٰىهُمُ الرَّبّٰنِيُّوْنَ وَ الْاَحْبَارُ:} That is, just as committing a sin is a crime, likewise not preventing sin is also a crime. Jarir (may Allah be pleased with him) narrates that I heard the Messenger of Allah (peace be upon him) say: "Any person who is among a people in whom sins are being committed, and they have the ability to stop it but do not do so, then Allah the Exalted will send a punishment upon them before they die..." [ أبو داوٗد، الملاحم، باب الامر والنہی : ۴۳۳۹ وحسنہ الألبانی ] Why do their scholars and elders not forbid them from lying and consuming what is unlawful? Surely, what their scholars and elders have been doing is very evil, for instead of forbidding them, they themselves lie to prevent people from Islam and consume unlawful earnings (bribery and unlawful earnings). See Surah At-Tawbah (34).
