فَمَن تَابَ مِنۢ بَعْدِ ظُلْمِهِۦ وَأَصْلَحَ فَإِنَّ ٱللَّهَ يَتُوبُ عَلَيْهِ ۗ إِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ ﴿39﴾
But whosoever repents after his crime and does righteous good deeds (by obeying Allâh), then verily, Allâh will pardon him (accept his repentance). Verily, Allâh is Oft-Forgiving, Most Merciful.
فَمَن faman But whoever

(Ayah 39) {فَمَنْ تَابَ مِنْۢ بَعْدِ ظُلْمِهٖ وَ اَصْلَحَ ……:} Here, "oppression" refers to theft, meaning that whoever repents after committing theft and reforms himself, Allah Almighty will forgive his sin. But this does not mean that by repenting, the legal punishment for theft is waived. The Prophet (peace be upon him) said regarding a thief: "Take him away, cut off his hand, then cauterize him, then bring him to me." In short! His hand was cut off, then he was brought to the Messenger of Allah (peace be upon him), and He said to him: "Repent to Allah." He said: "I repent to Allah." The Messenger of Allah (peace be upon him) said: "May Allah accept your repentance." [ مستدرک حاکم : 381/4، ح : ۸۱۵۰ و صححہ و قال صاحب نیل الأوطار سندہ صحیح ] It is absolutely authentic that legal punishments are not only to prevent sin but are also expiation for that sin; through them, the sin is forgiven, but repentance is also necessary so that he does not commit this act again in the future. However, if a person commits theft and no one finds out, or the owner of the stolen property does not take him to court, then for him, repentance and seeking forgiveness are sufficient.

39. 1. By this repentance is meant the repentance accepted by Allah. It does not mean that repentance will absolve the punishment for theft or any other crime liable to hadd; hudud are not forgiven by repentance.
