قَالُوا۟ يَـٰمُوسَىٰٓ إِنَّ فِيهَا قَوْمًا جَبَّارِينَ وَإِنَّا لَن نَّدْخُلَهَا حَتَّىٰ يَخْرُجُوا۟ مِنْهَا فَإِن يَخْرُجُوا۟ مِنْهَا فَإِنَّا دَٰخِلُونَ ﴿22﴾
They said: "O Mûsâ (Moses)! In it (this holy land) are a people of great strength, and we shall never enter it till they leave it; when they leave, then we will enter."
قَالُوا۟ qālū They said
يَـٰمُوسَىٰٓ yāmūsā O Musa
إِنَّ inna Indeed
فِيهَا fīhā in it
قَوْمًۭا qawman (are) people
جَبَّارِينَ jabbārīna (of) tyrannical strength
وَإِنَّا wa-innā and indeed, we
لَن lan never
نَّدْخُلَهَا nadkhulahā will enter it
حَتَّىٰ ḥattā until
يَخْرُجُوا۟ yakhrujū they leave
مِنْهَا min'hā from it
فَإِن fa-in and if
يَخْرُجُوا۟ yakhrujū they leave
مِنْهَا min'hā [from] it
فَإِنَّا fa-innā then certainly we (will)
دَٰخِلُونَ dākhilūna enter (it)

(Ayah 22) ➊ {قَالُوْا يٰمُوْسٰۤى اِنَّ فِيْهَا قَوْمًا جَبَّارِيْنَ ……:} Because of weak faith, they said that there are mighty warriors (Jabbarin) living there, whom we do not have the strength to face. As long as they do not leave by virtue of your miracle, we will never enter there; if they leave on their own, then we will surely enter.

➋ By { ”جَبَّارِيْنَ“ }, it means people of large stature and heavily armed warriors, but the way some commentaries have depicted these people is all based on such Israelite traditions that even a person of ordinary intellect cannot accept, especially the tale of ‘Uj bin ‘Unuq, about whom Hafiz Ibn Kathir (may Allah have mercy on him) writes that these are all fabricated stories. The Messenger of Allah (peace be upon him) said: “Adam (peace be upon him) was sixty cubits tall, and since then people have been decreasing in height.” [بخاری، أحادیث الأنبیاء، باب خلق آدم و ذریتہ : ۳۳۲۶۔ مسلم : ۲۸۴۱ ] So how could ‘Uj bin ‘Unuq’s height be three thousand three hundred and thirty-three (3,333) cubits!? 22. 1. The Children of Israel were overawed by the fame of the bravery of the Amalekites and lost courage at the very first stage. And they withdrew from jihad. They paid no heed to the command of Allah’s Messenger, Hazrat Musa ؑ, nor did they believe in Allah’s promise of help; they flatly refused to go there.

22. They said, "O Moses! There are mighty people [53] in it; we will never enter it until they leave. If they leave, then we will enter."

The Report of the Delegation and Refusal of Jihad:

But these people disobeyed the command of Musa ؑ, and when they returned after visiting the region of Palestine, instead of giving their report secretly to Sayyiduna Musa ؑ, they began to tell everyone about the conditions there. And their report was that the region of Palestine is indeed very fertile and lush. There flow streams of water and milk, the people's economic condition is good, but the people there are very powerful, strong, and tall. Compared to them, we seemed like locusts, and they too considered us as locusts. Therefore, to gain victory over these people is beyond our capacity, and they began to say to Musa ؑ that with the presence of such powerful people, our entering there and then fighting to achieve victory is among the impossibilities, and if Allah has written this region in our destiny, then He should make such an arrangement that they leave from there, only then can we enter it.
