إِنَّمَا ٱلْمُؤْمِنُونَ ٱلَّذِينَ ءَامَنُوا۟ بِٱللَّهِ وَرَسُولِهِۦ ثُمَّ لَمْ يَرْتَابُوا۟ وَجَـٰهَدُوا۟ بِأَمْوَٰلِهِمْ وَأَنفُسِهِمْ فِى سَبِيلِ ٱللَّهِ ۚ أُو۟لَـٰٓئِكَ هُمُ ٱلصَّـٰدِقُونَ ﴿15﴾
Only those are the believers who have believed in Allâh and His Messenger, and afterward doubt not but strive with their wealth and their lives for the Cause of Allâh. Those! They are the truthful.
إِنَّمَا innamā Only
ٱلْمُؤْمِنُونَ l-mu'minūna the believers
ٱلَّذِينَ alladhīna (are) those who
ءَامَنُوا۟ āmanū believe
بِٱللَّهِ bil-lahi in Allah
وَرَسُولِهِۦ warasūlihi and His Messenger
ثُمَّ thumma then
لَمْ lam (do) not
يَرْتَابُوا۟ yartābū doubt
وَجَـٰهَدُوا۟ wajāhadū but strive
بِأَمْوَٰلِهِمْ bi-amwālihim with their wealth
وَأَنفُسِهِمْ wa-anfusihim and their lives
فِى in
سَبِيلِ sabīli (the) way
ٱللَّهِ ۚ l-lahi (of) Allah
أُو۟لَـٰٓئِكَ ulāika Those
هُمُ humu [they]
ٱلصَّـٰدِقُونَ l-ṣādiqūna (are) the truthful

(Ayah 15){ اِنَّمَا الْمُؤْمِنُوْنَ الَّذِيْنَ اٰمَنُوْا بِاللّٰهِ وَ رَسُوْلِهٖ …: ’’ لَمْ يَرْتَابُوْا ‘‘ ’’رَيْبٌ‘‘} is from the form of ifti‘āl. After negating the claim of faith by the Bedouins, Allah Almighty has stated one internal and one external condition of faith. Thus, He said that the true believers are only those who believed, then did not fall into doubt, and they proved their faith and conviction by performing jihad with their wealth and lives in the way of Allah. These are the people who are truthful in their claim of faith. As for those who claim faith but when the opportunity for jihad comes, they try to save themselves from it, they are liars in their claim.

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 15. 1. Not those who merely profess Islam with their tongues and do not make any effort at all to perform the aforementioned deeds.

15. The (true) believers are only those who believe in Allah and His Messenger, then do not doubt [25], and strive with their wealth and their lives in the way of Allah. It is they who are the truthful.

[25] In this verse, by presenting a comparison between the believers and the hypocrites, it is explained that true believers have complete faith in Allah, His promises, and His Messenger. They are not self-interested; therefore, whatever Allah and His Messenger command, they obey immediately and, when necessary, even sacrifice their lives and wealth. Unlike the hypocrites, they do not seek excuses or ways to escape. Such people are the truthful ones.
