وَلِلَّهِ جُنُودُ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ ۚ وَكَانَ ٱللَّهُ عَزِيزًا حَكِيمًا ﴿7﴾
And to Allâh belong the hosts of the heavens and the earth. And Allâh is Ever All-Powerful, All-Wise.
وَلِلَّهِ walillahi And for Allah
جُنُودُ junūdu (are the) hosts
ٱلسَّمَـٰوَٰتِ l-samāwāti (of) the heavens
وَٱلْأَرْضِ ۚ wal-arḍi and the earth
وَكَانَ wakāna and Allah
ٱللَّهُ l-lahu and Allah
عَزِيزًا ʿazīzan (is) All-Mighty
حَكِيمًا ḥakīman All-Wise

(Ayah 7) {وَ لِلّٰهِ جُنُوْدُ السَّمٰوٰتِ وَ الْاَرْضِ … :} This sentence has appeared before as well; here, the purpose is to warn with Allah’s armies and to threaten the disbelievers and hypocrites with punishment, wrath, and curse, with which the attribute of Aziz is appropriate, meaning that if Allah wishes to punish or humiliate and disgrace someone, no one can prevent it, nor can anyone overcome Him; but He is also Hakim, so according to the demands of His wisdom, He does not seize the disobedient immediately, rather He gives them respite so that they may turn back, but when He does seize, His grip is very severe, from which no one can escape.

7. To Allah belong all the armies of the heavens and the earth, and Allah is All-Powerful, All-Wise.

[7] Whether these armies are angels or winds, in short, all the hidden means are under Allah's control. He can use them in such a way that, in the battlefield, He helps the Muslims through them and defeats the disbelievers. He can also use them to turn the plots and deceptions of evil-doers back upon themselves, and create such circumstances that they themselves get caught in the traps they have set. And all of this depends on His own wisdom and discretion.
