أُو۟لَـٰٓئِكَ ٱلَّذِينَ لَعَنَهُمُ ٱللَّهُ فَأَصَمَّهُمْ وَأَعْمَىٰٓ أَبْصَـٰرَهُمْ ﴿23﴾
Such are they whom Allâh has cursed, so that He has made them deaf and blinded their sight.
أُو۟لَـٰٓئِكَ ulāika Those
ٱلَّذِينَ alladhīna (are) the ones
لَعَنَهُمُ laʿanahumu Allah has cursed them
ٱللَّهُ l-lahu Allah has cursed them
فَأَصَمَّهُمْ fa-aṣammahum so He made them deaf
وَأَعْمَىٰٓ wa-aʿmā and blinded
أَبْصَـٰرَهُمْ abṣārahum their vision

(Ayah 23){ اُولٰٓىِٕكَ الَّذِيْنَ لَعَنَهُمُ اللّٰهُ …:} That is, these people who were about to come into power would become blind and deaf, spreading oppression and corruption and severing ties of kinship, or they were about to turn away from obedience and jihad, thus spreading corruption in the land and severely cutting off family relations. Allah Almighty cursed them and made them so deaf, blind, and hard-hearted that they could not understand the blessings of jihad—that through it, the troubles and hardships of the Muslims are removed, they gain honor and dignity, sedition, corruption, polytheism, and disbelief are eradicated, and the earth becomes a cradle of peace. Elsewhere, Allah Almighty has said: «ذٰلِكَ بِاَنَّهُمْ اٰمَنُوْا ثُمَّ كَفَرُوْا فَطُبِعَ عَلٰى قُلُوْبِهِمْ فَهُمْ لَا يَفْقَهُوْنَ » [ المنافقون : ۳ ] "This is because they believed, then disbelieved, so their hearts were sealed, and thus they do not understand."

23. 1. That is, Allah has made the ears of such people deaf (from hearing the truth) and their eyes blind (from seeing the truth). This is the consequence of their aforementioned deeds.

23. These are the ones whom Allah has cursed, making them deaf and blinding [27] their eyes.

The Blessings of Jihad:

That is, they do not understand that jihad is entirely good and blessed for them. As long as jihad is not undertaken, disbelief will never allow Islam to live and flourish; rather, its effort is to uproot Islam and the Muslims completely. Only through jihad will the period of Muslims’ troubles and hardships come to an end. Mischief and corruption will be eradicated. Allah’s religion will be elevated. Tawheed will spread, shirk will be eliminated, and this land will become a cradle of peace and tranquility.
