وَإِذَا تُتْلَىٰ عَلَيْهِمْ ءَايَـٰتُنَا بَيِّنَـٰتٍ قَالَ ٱلَّذِينَ كَفَرُوا۟ لِلْحَقِّ لَمَّا جَآءَهُمْ هَـٰذَا سِحْرٌ مُّبِينٌ ﴿7﴾
And when Our Clear Verses are recited to them, the disbelievers say of the truth (this Qur’ân) when it reaches them: "This is plain magic!"
وَإِذَا wa-idhā And when
تُتْلَىٰ tut'lā are recited
عَلَيْهِمْ ʿalayhim to them
ءَايَـٰتُنَا āyātunā Our Verses
بَيِّنَـٰتٍۢ bayyinātin clear
قَالَ qāla say
ٱلَّذِينَ alladhīna those who
كَفَرُوا۟ kafarū disbelieve
لِلْحَقِّ lil'ḥaqqi of the truth
لَمَّا lammā when
جَآءَهُمْ jāahum it comes to them
هَـٰذَا hādhā This
سِحْرٌۭ siḥ'run (is) a magic
مُّبِينٌ mubīnun clear

(Ayah 7) {وَ اِذَا تُتْلٰى عَلَيْهِمْ اٰيٰتُنَا بَيِّنٰتٍ … :} The excuses they made for not believing in the Quran are being mentioned. The requirement of brevity was that it should be said: {’’ وَ إِذَا تُتْلٰي عَلَيْهِمْ آيَاتُنَا بَيِّنَاتٍ قَالُوْا هٰذَا سِحْرٌ مُّبِيْنٌ ‘‘} (When Our clear verses are recited to them, they say this is clear magic), but Allah Almighty said: « وَ اِذَا تُتْلٰى عَلَيْهِمْ اٰيٰتُنَا بَيِّنٰتٍ قَالَ الَّذِيْنَ كَفَرُوْا لِلْحَقِّ لَمَّا جَآءَهُمْ هٰذَا سِحْرٌ مُّبِيْنٌ» "And when Our clear verses are recited to them, those who disbelieve concerning the truth, when it comes to them, say: This is clear magic." In this verse, Allah Almighty, instead of brevity, has explicitly mentioned three things: {’’ قَالَ الَّذِيْنَ كَفَرُوْا ‘‘، ’’ لِلْحَقِّ ‘‘} and {’’ لَمَّا جَآءَهُمْ ‘‘}. The purpose of {’’ قَالَ الَّذِيْنَ كَفَرُوْا ‘‘} is that the real cause of their denial is their disbelief and rejection; when someone decides not to accept, then even the greatest proof is useless for him, as He said: « اِنَّ الَّذِيْنَ كَفَرُوْا سَوَآءٌ عَلَيْهِمْ ءَاَنْذَرْتَهُمْ اَمْ لَمْ تُنْذِرْهُمْ لَا يُؤْمِنُوْنَ » [ البقرۃ : ۶ ] "Indeed, those who disbelieve—it is the same for them whether you warn them or do not warn them—they will not believe." By saying {’’ لِلْحَقِّ ‘‘}, the greatness and importance of the clear verses and the misfortune of the disbelievers is highlighted, that look, they are calling that thing magic which is the truth, whereas magic is entirely falsehood, and the meaning of {’’ لَمَّا جَآءَهُمْ ‘‘} is that if the truth had not come to them, they could have been considered excused, but after the truth has come, calling it magic is a great audacity. From {’’ وَ اِذَا تُتْلٰى عَلَيْهِمْ ‘‘} and {’’ لَمَّا جَآءَهُمْ ‘‘}, it is also clear that those people do not even bother to ponder over the verses of Allah Almighty, rather, as soon as they hear them, they deny them, and when they do not find any reasonable cause for denial, due to its intense effect, they call it magic to escape, whereas where is magic and where is this pure and magnificent speech, the like of which they could not and cannot produce even a single surah, and where are the impure and filthy magicians and where is Muhammad, the Messenger of Allah (peace and blessings be upon him), such a pure and truthful and trustworthy person, whose purity and truthfulness and trustworthiness they had experienced even forty years before prophethood.

7. And when Our clear verses are recited to them, the disbelievers say about the truth that has come to them: "This is nothing but obvious [8] magic."

Why Did the Disbelievers Call the Quran Magic?

There were two reasons why the disbelievers of Makkah called the Quran clear magic. One was that this speech had an extraordinary effect; whoever heard it, it would penetrate their hearts. The disbelievers themselves acknowledged and were affected by this impact of the Quran. However, since they had already resolved not to accept it, they would present this quality of the Quran in a negative manner and say that it is clear magic, or a feat of magic, or has an effect like magic. The second reason was that it is generally the work of magicians to create discord between husband and wife or to make relatives fight among themselves. On the other hand, the situation was such that whoever accepted Islam would not care about any of his relatives in comparison to it. In this respect as well, the disbelievers would call the Quran magic and the Prophet ﷺ a magician.
