هَـٰذَا بَصَـٰٓئِرُ لِلنَّاسِ وَهُدًى وَرَحْمَةٌ لِّقَوْمٍ يُوقِنُونَ ﴿20﴾
This (Qur’an) is a clear insight and evidence for mankind, and a guidance and a mercy for people who have Faith with certainty.
هَـٰذَا hādhā This
بَصَـٰٓئِرُ baṣāiru (is) enlightenment
لِلنَّاسِ lilnnāsi for mankind
وَهُدًۭى wahudan and guidance
وَرَحْمَةٌۭ waraḥmatun and mercy
لِّقَوْمٍۢ liqawmin for a people
يُوقِنُونَ yūqinūna who are certain

(Ayah 20) ➊ ’’ بَصِيْرَةٌ ‘‘ is the plural of ’’ بَصِيْرَةٌ ‘‘, meaning an understandable statement. The word {’’ لِلنَّاسِ ‘‘} is general, which includes both Muslims and disbelievers. That is, the statements of the Noble Qur’an are such that they are understandable to all people and inform them of their benefit and harm, whether they accept them or not.
{وَ هُدًى وَّ رَحْمَةٌ لِّقَوْمٍ يُّوْقِنُوْنَ:} means that although the statements of the Qur’an are such that they are understandable to all people, only those benefit from it who have faith in it, and for them alone it is guidance and mercy, as Allah Almighty has said: «وَ نُنَزِّلُ مِنَ الْقُرْاٰنِ مَا هُوَ شِفَآءٌ وَّ رَحْمَةٌ لِّلْمُؤْمِنِيْنَ وَ لَا يَزِيْدُ الظّٰلِمِيْنَ اِلَّا خَسَارًا » [ بني إسرائیل : ۸۲ ] “And We send down gradually in the Qur’an that which is a healing and a mercy for the believers, but it does not increase the wrongdoers except in loss.”

This (Quran) is a source of insight for mankind, and a guidance and mercy [28] for those who have sure faith.

How is the Quran a mercy for all people?

That is, in this Quran, enlightening proofs are present for all people. But only those can benefit from these proofs who believe that this Quran is revealed from Allah. Then, those who benefit from it, this Book provides them with complete guidance on how to live life in this world. By acting upon this way of life, a person's Hereafter is also improved. This is one aspect of Allah's mercy: that He has explained the way to success and salvation in the Hereafter right here in this world. And the second aspect of Allah's mercy is that this Quran presents such appropriate and balanced principles for all human beings to live life and to remain peaceful in this world, by which the rights of all people are properly determined and no one's rights are violated. Even if human intellect experimented and stumbled for thousands of years, it could not have discovered such balanced and appropriate principles. It is Allah's special mercy upon people that He has given such guidance to people through this Quran free of cost.
