The meaning of {فِيْهَايُفْرَقُكُلُّاَمْرٍحَكِيْمٍ: ’’فَرْقٌ‘‘} is "decision," which is why the Quran is called {’’فرقان‘‘}. The concept of {’’ حَكِيْمٍ ‘‘} includes two things: first, that the command is based on wisdom and prudence, and there is no possibility of error or flaw in it. Second, that the command is firm and solid, which no one can change. That is, We revealed it especially in this blessed night because this Quran is a wise command, and in this very night every wise command is decided. The same subject is expressed in Surah Al-Qadr in these words: «تَنَزَّلُالْمَلٰٓىِٕكَةُوَالرُّوْحُفِيْهَابِاِذْنِرَبِّهِمْمِنْكُلِّاَمْرٍ»[ القدر : ۴ ] "In it, the angels and the Spirit (Gabriel) descend by the command of their Lord concerning every matter." From this, it is understood that it is such a night in which Allah hands over all the decisions regarding the destinies of individuals and nations for the coming year to the angels, such as life, death, illness, sustenance, rise and fall, and guidance and misguidance, etc., and then they continue to implement them. Ibn Abbas (may Allah be pleased with them both) said: [ إِنَّكَلَتَرَیالرَّجُلَيَمْشِيْفِيالْأَسْوَاقِ،وَقَدْوَقَعَاسْمُهُفِيالْمَوْتٰی،ثُمَّقَرَأَ : «اِنَّاۤاَنْزَلْنٰهُفِيْلَيْلَةٍمُّبٰرَكَةٍاِنَّاكُنَّامُنْذِرِيْنَ (3) فِيْهَايُفْرَقُكُلُّاَمْرٍحَكِيْمٍ» [الدخان : ۳، ۴] "It means the Night of Qadr, for in that night the affairs of the world are separated until the same night of the following year." [ مستدرک حاکم، تفسیر سورۃ الدخان : 448/2، ح : ۳۶۷۸ ] "You see a man walking in the markets, while his name has already been recorded among the dead." Then he recited this verse: « اِنَّاۤاَنْزَلْنٰهُفِيْلَيْلَةٍمُّبٰرَكَةٍاِنَّاكُنَّامُنْذِرِيْنَ (3) فِيْهَايُفْرَقُكُلُّاَمْرٍحَكِيْمٍ » that it refers to Laylat al-Qadr; in this night, the affairs of the world are decided until the same night of the coming year." Hakim and Dhahabi declared it Sahih, and Bayhaqi narrated it in "Shu'ab al-Iman" from Hakim, and its researcher said that its chain of narrators is trustworthy.

4. On that night, every matter of wisdom is decided [3] by Our command.
[3] What Kind of Decisions Are Made on ﴿ليلة القدر﴾?
That is, on the night in which the Quran was revealed, firm and lasting decisions regarding important matters that will occur in the world in the coming year are made and handed over to the angels. And these decisions are entirely based on wisdom, and this same subject is mentioned in Surah Al-Qadr as follows: "On that night, the angels and Jibreel descend with every command by the permission of their Lord" [97: 4]. From this verse, it is understood that regarding the management and order of the universe, this is a night in which Allah hands over the destinies of individuals, nations, and countries to His angels after making decisions. Then, they continue to implement these decisions accordingly. That is, decisions regarding the life and death of individuals or nations, victory and defeat, rise and fall, famine and abundance, and sustenance, etc., are made on this very night.
