And indeed We tried before them Fir‘aun’s (Pharaoh) people, when there came to them a noble Messenger [i.e. Mûsâ (Moses) عليه السلام],

(Ayah 17) ➊ { وَلَقَدْفَتَنَّاقَبْلَهُمْقَوْمَفِرْعَوْنَ:} That is, before these disbelievers of Makkah, We tested the people of Pharaoh, sometimes by granting them abundance and prosperity, and sometimes by sending a punishment upon them. Their condition was also such that when prosperity came to them, they would say, “This is the result of our own skill,” and when a punishment befell them, they would attribute it to the misfortune of Musa (peace be upon him), yet they would request him to pray to his Lord, saying, “If He removes this punishment from us, we will surely believe in you and will send the Children of Israel with you.” But when the punishment was removed by his prayer, they would immediately break their promise. In the end, their fate was that, due to Musa's (peace be upon him) prayer against them, We drowned them in the sea. (See Al-A’raf: 130–136) The purpose of these verses is to console the Messenger of Allah (peace and blessings be upon him) and to admonish the disbelievers.
➋ The word {وَجَآءَهُمْرَسُوْلٌكَرِيْمٌ: ’’ كَرِيْمٌ ‘‘} is used for the highest grade of anything. Musa (peace be upon him) was called “Kareem” because he was the highest among them in lineage and ancestry, and extremely elevated in morals and qualities, and he held such a lofty status with Allah that Allah Himself spoke to him.

17. 1. The meaning of testing is that We granted them worldly happiness, prosperity, and ease, and then sent Our magnificent Messenger to them, but they neither expressed gratitude for the blessings of their Lord nor believed in the Messenger.

17. Before them, We tested the people of Pharaoh [11]. A noble [12] messenger came to them.
[11] The Repeated Breach of Covenants by Pharaoh’s People:
That is, they too were extremely stubborn and covenant-breaking people. Whenever a punishment would come upon them, they would plead with Sayyiduna Musa ؑ to pray to Allah to remove the punishment, promising that they would believe in him. Then, when the punishment was removed through the prayer of Sayyiduna Musa ؑ, they would become arrogant again. And they repeatedly broke their promises in this way. These disbelievers of Makkah also belong to the same category. [12] That is, a Messenger who possessed the highest and most exalted character and conduct. The reference is to Sayyiduna Musa ؑ.
