وَلَوْ نَشَآءُ لَجَعَلْنَا مِنكُم مَّلَـٰٓئِكَةً فِى ٱلْأَرْضِ يَخْلُفُونَ ﴿60﴾
And if it were Our Will, We would have [destroyed you (mankind) all, and] made angels to replace you on the earth. [Tafsir At-Tabarî].

(Ayah 60) {وَ لَوْ نَشَآءُ لَجَعَلْنَا مِنْكُمْ … :} That is, on this earth, humans are born from a father and mother; ‘Isa (peace be upon him) was born without a father, but that did not make him a deity. Rather, he is a created being like other humans, just as angels, despite being created without parents and residing in the heavens, are still created beings and did not become deities. In fact, if We will, We can bring them to the earth in your place and make them your successors; neither can you deny it nor do they have the power to refuse, so how did they become deities? Another interpretation of this verse is that if We will, We can destroy you and bring the angels in your place, who will populate the earth and worship Us.

60. 1. That is, He would have destroyed you and settled angels in your place on the earth, who would succeed one another just as you do. The meaning is that the angels' residing in the heavens is not an honor that they should be worshipped; rather, it is Our will and decree that angels are settled in the heavens and humans on the earth. If We wish, We can also settle angels on the earth.

60. And if We willed, We could have made angels from among you [59] to succeed you on earth.

[59] Another objection of the Quraysh of Makkah was that Allah’s Messenger should have been an angel. At different places, different answers to this objection have been mentioned. Here, the answer is being given that if We willed, We have the power to make angels from among you. Then, the angel who would come as a messenger, everyone could see him, hear him, and understand him. But in the nature of angels, there is no ‘free will’. They are servants who obey commands, and their obedience is compulsory, not by choice. And this is contrary to Our will.
