And those who disbelieve say: "Listen not to this Qur’ân, and make noise in the midst of its (recitation) that you may overcome."

(Ayah 26) ➊ { وَقَالَالَّذِيْنَكَفَرُوْالَاتَسْمَعُوْا … :} The disbelievers were aware of the effect of the Quran, that whoever listens to it without stubbornness is certainly influenced by it. Therefore, they decided neither to listen to the Quran themselves nor let anyone else listen to it. This was their clear admission of defeat; when they could not produce even a single surah like it, the truth was that they should have believed in it, but instead, they persisted in their opposition and tried in every way to prevent people from it.
➋ { لِهٰذَاالْقُرْاٰنِ:} That is, there is no restriction on reading or listening to the previous scriptures, because it does not affect us. This Quran which Muhammad (peace be upon him) has brought, do not listen to it, because it attracts hearts.
➌ { وَالْغَوْافِيْهِ: ’’ الْغَوْا ‘‘ ’’لَغِيَيَلْغٰي‘‘} (S, F) To speak without thinking, to make noise. That is, if by chance you happen to hear it, then create noise in it, so that you may prevail. This shows that they admitted that if the Prophet (peace be upon him) or the Muslims succeeded in making people listen to the Quran, then they would be the ones to prevail. There is an Arabic saying: {’’ وَالْفَضْلُمَاشَهِدَتْبِهِالْأَعْدَاءُ ‘‘} "The real superiority is that which is testified by the enemy." Elsewhere, Allah Almighty has said the opposite of what the disbelievers said: « وَاِذَاقُرِئَالْقُرْاٰنُفَاسْتَمِعُوْالَهٗوَاَنْصِتُوْالَعَلَّكُمْتُرْحَمُوْنَ »[ الأعراف : ۲۰۴ ] "And when the Quran is recited, listen to it attentively and remain silent, so that mercy may be shown to you." That is, instead of seeking fake dominance, become seekers of true mercy.
➍ This insolence of the disbelievers was not only when the Messenger of Allah (peace be upon him) tried to make them listen to the Quran, but even when he (peace be upon him) was reciting the Quran to his companions, or when he was reciting aloud during prayer, they would start abusing and using foul language at that time as well, upon which Allah Almighty revealed this verse: « وَلَاتَجْهَرْبِصَلَاتِكَوَلَاتُخَافِتْبِهَاوَابْتَغِبَيْنَذٰلِكَسَبِيْلًا»[ بني إسرائیل : ۱۱۰ ] "And do not recite your prayer loudly, nor recite it in a low voice, but seek a way between." 26. 1. This they said to each other. Some have interpreted laa tasma'uu as "do not obey him." 26. 2. That is, make noise, clap, whistle, shout loudly so that the sound of the Quran does not reach the ears of the audience and their hearts are not affected by the eloquence and excellence of the Quran. 26. 3. That is, it is possible that due to this noise, Muhammad ﷺ may not recite the Quran at all, by listening to which people are influenced.

26. And the disbelievers say (to one another): "Do not listen to this Quran [33], and make noise when it is recited, so that you might prevail."
[33] Ibn Daghinnah Granting Protection to Abu Bakr ؓ on the Condition That He Does Not Recite the Quran Aloud:
Whoever listened to the Quran, its words would penetrate his heart, and this extraordinary effect was the miracle of the Quran, which the Quraysh of Makkah greatly feared. Regarding the Quran, they took three types of measures to suppress its voice. The first of these measures was to impose a restriction on the Muslims that they should not recite the Quran aloud, because in this way their women and children would be influenced. For this very "crime," the Messenger of Allah ﷺ himself was attacked several times, and Muslims were also beaten. For this very "crime," the life of Sayyiduna Abu Bakr Siddiq ؓ was made difficult, and he set out with the intention of migration. When he reached the place of Bark Ghamad, the chief of the tribe of Qarah, Ibn Daghinnah, took him under his protection and brought him back to Makkah. The chiefs of Quraysh only accepted this protection on the condition that he would not recite the Quran aloud. But Sayyiduna Abu Bakr Siddiq ؓ could not abide by this condition for long, so the Qurayshi chiefs went to Ibn Daghinnah and complained. Ibn Daghinnah came to Sayyiduna Abu Bakr Siddiq ؓ and reminded him of his promise and said that if you do not stop reciting the Quran aloud in public, then I withdraw my protection from you. In response, Sayyiduna Abu Bakr Siddiq ؓ said: "Keep your protection with yourself, and I entrust my matter to Allah." [بخاري۔ كتاب الانبياء۔ باب هجرة النبيﷺ]
Abu Jahl Being Affected by the Quran:
Their second measure was that these chiefs had also imposed a restriction among themselves that they would not deliberately listen to the Quran. And this was such a restriction that even the chiefs who imposed it could not uphold it themselves, because their ears and their hearts could not help but enjoy the extraordinary effect of the Quran. Thus, once the Prophet ﷺ was standing in the Ka'bah at night, reciting the Quran aloud, and three Qurayshi chiefs, hiding from each other, were listening to the Quran of the Prophet ﷺ. Later, when this secret was revealed, one of the chiefs asked Abu Jahl, "What do you think about the Quran you heard?" Instead of giving a proper answer to this question, Abu Jahl diverted the conversation and said, "We (i.e., Banu Makhzum) and Banu Abd Manaf were equals in everything. Now, by accepting their Prophet, how can we accept their superiority?" In other words, evading the correct answer itself is proof that he had been affected by the Quran, and that only tribal rivalry and arrogance were preventing him from accepting the Prophethood of the Prophet ﷺ.
The Modern Method of Suppressing the Voice of the Quran: Loudspeakers:
And their third measure was that wherever the Quran was being recited, they would make a lot of noise, clap, and create such a commotion that the voice of the Quran would be drowned out in the noise and would not reach anyone's ears. Even today, ignorant people come up with such schemes. And the disbelievers of Makkah had to bear the trouble of making noise, but today even this trouble does not have to be endured. Just by installing more powerful and louder horns on loudspeakers, this objective is achieved.
