فَلَمَّا جَآءَهُم بِٱلْحَقِّ مِنْ عِندِنَا قَالُوا۟ ٱقْتُلُوٓا۟ أَبْنَآءَ ٱلَّذِينَ ءَامَنُوا۟ مَعَهُۥ وَٱسْتَحْيُوا۟ نِسَآءَهُمْ ۚ وَمَا كَيْدُ ٱلْكَـٰفِرِينَ إِلَّا فِى ضَلَـٰلٍ ﴿25﴾
Then, when he brought them the Truth from Us, they said: "Kill the sons of those who believe with him and let their women live"; but the plots of disbelievers are nothing but in vain!
فَلَمَّا falammā Then when
جَآءَهُم jāahum he brought to them
بِٱلْحَقِّ bil-ḥaqi the truth

وَٱسْتَحْيُوا۟ wa-is'taḥyū and let live
نِسَآءَهُمْ ۚ nisāahum their women
وَمَا wamā And not
كَيْدُ kaydu (is the) plot
ٱلْكَـٰفِرِينَ l-kāfirīna (of) the disbelievers
إِلَّا illā but
فِى in
ضَلَـٰلٍۢ ḍalālin error

(Ayah 25) ➊ {فَلَمَّا جَآءَهُمْ بِالْحَقِّ مِنْ عِنْدِنَا … :} Before the coming of Musa (peace be upon him), Pharaoh used to kill the sons of the Children of Israel and keep their women alive. (See Qasas: 4) Upon the arrival of Musa (peace be upon him), after witnessing his clear miracles and failing in the contest with the magicians, he became so overawed that he stopped the killing of the boys. However, seeing the increasing number of believers day by day, his chiefs incited him to take action against Musa (peace be upon him) and the Children of Israel. Previously, they used to kill all the sons of the Children of Israel; now they said, "Kill the sons of those who believe in Musa (peace be upon him) and keep their women alive." This was not said by Pharaoh himself, but by his courtiers; Pharaoh promised them that he would do so, as mentioned in Surah Al-A'raf: « سَنُقَتِّلُ اَبْنَآءَهُمْ وَ نَسْتَحْيٖ نِسَآءَهُمْ » [ الأعراف : ۱۲۷ ] "We will surely kill their sons in a dreadful manner and keep their women alive." But he was not able to do so.

{ وَ مَا كَيْدُ الْكٰفِرِيْنَ اِلَّا فِيْ ضَلٰلٍ:} From this statement of Allah Almighty, it is clear that he could not fulfill his intention and failed in his plan. The consecutive punishments of famine, shortage of produce, storms, locusts, lice, frogs, and blood did not allow him to catch his breath so that he could do this again, until he and his people were drowned in the sea. 25. 1. Pharaoh had been doing this before as well so that the child would not be born who, according to the astrologers’ prediction, was a threat to his kingdom. He gave this order again to humiliate and disgrace Musa (Moses) (AS), and also so that the Children of Israel would consider Musa’s (AS) existence to be a cause of calamity and misfortune for themselves, just as in reality they said: (اُوْذِيْنَا مِنْ قَبْلِ اَنْ تَاْتِيَنَا وَمِنْۢ بَعْدِ مَا جِئْتَنَا) 7. Al-A'raf:129) "O Musa (AS), even before you came to us, we were afflicted with hardships, and after you have come, our condition is the same."

25. 1. That is, the purpose he wanted to achieve by this—that the strength of the Children of Israel would not increase and his own honor would not decrease—he did not achieve it. Rather, Allah drowned Pharaoh and his people, and made the Children of Israel the inheritors of the blessed land.

25. Then, when he brought them the truth from Us, they said, "Kill the sons of those who have believed with him and let their women live." But the plot [33] of the disbelievers was nothing but in vain.

Pharaoh’s Action to Exterminate the Children of Israel:

Pharaoh prescribed this punishment for those who believed in Sayyiduna Musa ؑ so that, by terrorizing the people, he could prevent them from supporting Sayyiduna Musa ؑ. What he wanted was to exterminate the entire nation of the Children of Israel by this method. But despite his threats and punishments, the number of those who believed in Sayyiduna Musa ؑ continued to increase.
