فَأُو۟لَـٰٓئِكَ عَسَى ٱللَّهُ أَن يَعْفُوَ عَنْهُمْ ۚ وَكَانَ ٱللَّهُ عَفُوًّا غَفُورًا ﴿99﴾
These are they whom Allâh is likely to forgive them, and Allâh is Ever Oft-Pardoning, Oft-Forgiving.
فَأُو۟لَـٰٓئِكَ fa-ulāika Then those
عَسَى ʿasā may be
ٱللَّهُ l-lahu Allah
أَن an will
يَعْفُوَ yaʿfuwa pardon
عَنْهُمْ ۚ ʿanhum [on] them
وَكَانَ wakāna and is
ٱللَّهُ l-lahu Allah
عَفُوًّا ʿafuwwan Oft-Pardoning
غَفُورًۭا ghafūran Oft-Forgiving

(Ayah 99) {فَاُولٰٓىِٕكَ عَسَى اللّٰهُ اَنْ يَّعْفُوَ عَنْهُمْ:} The word {”عَسَى“} for Allah Almighty is used for certainty, therefore if a person truly cannot migrate, is imprisoned by the disbelievers, or does not know the way, or does not have provisions for the journey, in short, if there is any valid excuse, then surely Allah Almighty will forgive him. However, speaking in a hopeful manner from Allah Almighty also contains wisdom so that the servants do not become fearless.
