سَتَجِدُونَ ءَاخَرِينَ يُرِيدُونَ أَن يَأْمَنُوكُمْ وَيَأْمَنُوا۟ قَوْمَهُمْ كُلَّ مَا رُدُّوٓا۟ إِلَى ٱلْفِتْنَةِ أُرْكِسُوا۟ فِيهَا ۚ فَإِن لَّمْ يَعْتَزِلُوكُمْ وَيُلْقُوٓا۟ إِلَيْكُمُ ٱلسَّلَمَ وَيَكُفُّوٓا۟ أَيْدِيَهُمْ فَخُذُوهُمْ وَٱقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ ۚ وَأُو۟لَـٰٓئِكُمْ جَعَلْنَا لَكُمْ عَلَيْهِمْ سُلْطَـٰنًا مُّبِينًا ﴿91﴾
You will find others that wish to have security from you and security from their people. Every time they are sent back to temptation, they yield thereto. If they withdraw not from you, nor offer you peace, nor restrain their hands, take (hold of) them and kill them wherever you find them. In their case, We have provided you with a clear warrant against them.
سَتَجِدُونَ satajidūna You will find
ءَاخَرِينَ ākharīna others
يُرِيدُونَ yurīdūna wishing
أَن an that
يَأْمَنُوكُمْ yamanūkum they be secure from you
وَيَأْمَنُوا۟ wayamanū and they be secure from
قَوْمَهُمْ qawmahum their people
كُلَّ kulla Everytime
مَا that
رُدُّوٓا۟ ruddū they are returned
إِلَى ilā to
ٱلْفِتْنَةِ l-fit'nati the temptation
أُرْكِسُوا۟ ur'kisū they are plunged
فِيهَا ۚ fīhā into it
فَإِن fa-in So if
لَّمْ lam not
يَعْتَزِلُوكُمْ yaʿtazilūkum they withdraw from you
وَيُلْقُوٓا۟ wayul'qū and offer
إِلَيْكُمُ ilaykumu to you
ٱلسَّلَمَ l-salama [the] peace
وَيَكُفُّوٓا۟ wayakuffū and they restrain
أَيْدِيَهُمْ aydiyahum their hands
فَخُذُوهُمْ fakhudhūhum then seize them
وَٱقْتُلُوهُمْ wa-uq'tulūhum and kill them
حَيْثُ ḥaythu wherever
ثَقِفْتُمُوهُمْ ۚ thaqif'tumūhum you find them
وَأُو۟لَـٰٓئِكُمْ wa-ulāikum And those
جَعَلْنَا jaʿalnā We made
لَكُمْ lakum for you
عَلَيْهِمْ ʿalayhim against them
سُلْطَـٰنًۭا sul'ṭānan an authority
مُّبِينًۭا mubīnan clear

(Ayah 91) {سَتَجِدُوْنَ اٰخَرِيْنَ …:} In this noble verse, the condition of a third type of people is described, who are the worst kind of hypocrites. Outwardly, they beat the drum of their love for peace, but whenever they get the chance, they leave no stone unturned in their enmity towards Islam. There are only three possibilities for their claim of being peace-loving to be true: first, that they make peace with the Muslims; second, that they do not join the army of the disbelievers; and third, that if they are compelled to join, then they keep their hands restrained, meaning they do not actually participate in the fighting. For example, regarding Abbas (may Allah be pleased with him) in the Battle of Badr, the Messenger of Allah (peace and blessings be upon him) ordered that he should not be killed, because he was brought by force. If none of these three things are found, it means there is corruption in their intentions, and under the guise of peace, they want to deceive and take revenge on the Muslims. Therefore, the remedy for such hypocrites is to seize them and kill them wherever they are found.

91. 1 This is a mention of a third group, which was of the hypocrites. When they came to the Muslims, they expressed Islam so that they would remain safe from the Muslims; when they went to their own people, they practiced polytheism and idol worship so that their people would consider them to be of the same religion, and thus they would gain benefits from both sides.

91. 2 By الفِتْنۃ is meant polytheism, and they are returned to this polytheism. Or by الفتنۃُ is meant fighting, that when they are called or returned to fight against the Muslims, they become willing to do so.

91. 3 This is because there is indeed hypocrisy in their hearts and enmity and stubbornness against you in their chests; that is why they again fell into fitnah with the slightest effort (polytheism) or became ready to fight against you.

91. You will find others who wish to be safe from you and from their own people. But whenever they are tempted into mischief, they plunge into it. If they do not withdraw from you, nor offer you peace, nor restrain their hands, then seize them and kill them wherever you find them [126]. Against such people, We have given you clear authority.

The Worst Kind of Hypocrite:

Such hypocrites are the worst kind of hypocrites who loudly proclaim their love for peace, but whenever they get the chance, they leave no stone unturned in their enmity towards Islam. There are only three possible forms of their so-called peace-loving attitude. First, that they make peace with the Muslims. Second, that they do not join the army of the disbelievers. And third, that if they are compelled to join, then they keep their hands restrained, meaning they do not actually participate in the fighting. And if none of these three things are found, it means that there is corruption in their intention and, under the guise of peace, they want to deceive and take revenge on the Muslims. Therefore, the remedy for such hypocrites is that whenever the opportunity arises, they should be killed and eliminated first. Fighting with other disbelievers should come afterwards.
