وَمَا لَكُمْ لَا تُقَـٰتِلُونَ فِى سَبِيلِ ٱللَّهِ وَٱلْمُسْتَضْعَفِينَ مِنَ ٱلرِّجَالِ وَٱلنِّسَآءِ وَٱلْوِلْدَٰنِ ٱلَّذِينَ يَقُولُونَ رَبَّنَآ أَخْرِجْنَا مِنْ هَـٰذِهِ ٱلْقَرْيَةِ ٱلظَّالِمِ أَهْلُهَا وَٱجْعَل لَّنَا مِن لَّدُنكَ وَلِيًّا وَٱجْعَل لَّنَا مِن لَّدُنكَ نَصِيرًا ﴿75﴾
And what is wrong with you that you fight not in the Cause of Allâh, and for those weak, ill-treated and oppressed among men, women, and children, whose cry is: "Our Lord! Rescue us from this town whose people are oppressors; and raise for us from You one who will protect, and raise for us from You one who will help."

ٱلرِّجَالِ l-rijāli the men
وَٱلنِّسَآءِ wal-nisāi and the women
وَٱلْوِلْدَٰنِ wal-wil'dāni and the children
ٱلَّذِينَ alladhīna those who
يَقُولُونَ yaqūlūna say
رَبَّنَآ rabbanā Our Lord
أَخْرِجْنَا akhrij'nā take us out
مِنْ min of
هَـٰذِهِ hādhihi this
ٱلْقَرْيَةِ l-qaryati [the] town
ٱلظَّالِمِ l-ẓālimi [the] oppressor(s)
أَهْلُهَا ahluhā (are) its people
وَٱجْعَل wa-ij'ʿal and appoint
لَّنَا lanā for us

(Ayah 75) {وَ مَا لَكُمْ لَا تُقَاتِلُوْنَ … :} This verse is also related to the encouragement of jihad, meaning that for two reasons it is necessary for you to fight the disbelievers: first, for the exaltation of Allah’s word, as opposed to for the supremacy of Allah’s religion; second, to rescue those oppressed Muslims who are helpless in the clutches of the disbelievers. (Qurtubi) Many people remained in Makkah who could not migrate with the Messenger of Allah (peace be upon him), and their relatives began to torture them so that they would turn them away from Islam and make them disbelievers again. Thus, { ”الْقَرْيَةِ الظَّالِمِ اَهْلُهَا“ } refers to Makkah, and its inhabitants are called oppressors either because of their polytheism or because of persecuting the oppressed Muslims. Ibn Abbas (may Allah be pleased with them both) says that I and my mother were also among those { ”الْمُسْتَضْعَفِيْنَ“ } (helpless Muslims) (whom Allah declared excused). [ بخاری، التفسیر، باب : «إلا المستضعفین من… » : ۴۵۹۷ ] In Madinah, the Messenger of Allah (peace be upon him) used to pray by name for these “mustad‘afeen” (oppressed): [ اَللّٰهُمَّ اَنْجِ الْوَلِيْدَ بْنَ الْوَلِيْدِ وَ سَلَمَةَ بْنَ هِشَامٍ وَ عَيَّاشَ بْنَ أَبِيْ رَبِيْعَةَ وَالْمُسْتَضْعَفِيْنَ مِنَ الْمُؤْمِنِيْنَ ] “O Allah! Grant freedom to Walid bin Walid, Salamah bin Hisham, Ayyash bin Abi Rabi‘ah, and other helpless Muslims (trapped in Makkah).” [ بخاری، الأذان، باب یھوی بالتکبیر حین یسجد : ۸۰۴، عن أبی ھریرۃ رضی اللہ عنہ ] Alas, at this time Muslims are helpless in the slavery of various countries of the disbelievers; they are neither given freedom, nor allowed to leave, nor is any Muslim country ready to accept them. Tell me, when would jihad be more obligatory than now? In this verse, Muslims are commanded to fight to rescue all oppressed and helpless men, women, and children from oppression, whether they are Muslim or non-Muslim, just as at this time in India both Muslims and Shudra Hindus are victims of oppression.

75. 1. By "the town of the wrongdoers" is meant (according to the context of revelation) Makkah. After the migration, the Muslims who remained there, especially elderly men, women, and children, would pray to Allah for help due to the oppression and tyranny of the disbelievers. And Allah Almighty warned the Muslims: Why do you not fight jihad to rescue these oppressed people from the disbelievers? Based on this verse, the scholars have said that if Muslims in any region are subjected to such oppression and surrounded by disbelievers, it becomes obligatory upon other Muslims to wage jihad to save them from the tyranny of those disbelievers. This jihad is of a different kind, as opposed to fighting for the propagation of the religion and the supremacy of the word of Allah, which is mentioned in the previous verse and the following verse.

75. (O Muslims!) What is the matter with you that you do not fight in the way of Allah, while the weak among men, women, and children are saying, "Our Lord! Take us out of this town whose people are oppressors, and appoint for us from Yourself a protector, and appoint for us from Yourself a helper." [104]

Those Unable to Migrate:

This verse refers to those weak Muslims, widows, and children who were settled in Makkah or in certain tribes. They had accepted Islam but were not able to migrate, and were compelled to endure the oppression and persecution of the disbelievers, and used to pray to Allah, saying: "O Allah! Create some way for our deliverance from these oppressors, or send us some supporter and helper who will rescue us from the clutches of these oppressors." Accordingly, Sayyiduna Abu Hurairah ؓ narrates that the Messenger of Allah ﷺ used to supplicate in prayer after rising from ruku‘ for such people: "O Allah! Rescue Walid bin Walid, Salamah bin Hisham, ‘Ayyash bin Abi Rabi‘ah, and other weak Muslims who are in Makkah from the captivity of the disbelievers. O Allah! Seize the disbelievers of Mudar with a severe grip and send upon them a famine like the famine in the time of Yusuf ؑ."

And whenever Sayyiduna ‘Abdullah ibn ‘Abbas ؓ used to recite this verse, he would say: "I and my mother (both in Makkah) were among those whom Allah excused." [بخاري، كتاب التفسير] In this verse, Muslims are being encouraged to come to the aid of such weak and helpless Muslims and to wage jihad against such oppressors in order to save them from their oppression.
