أَلَمْ تَرَ إِلَى ٱلَّذِينَ يَزْعُمُونَ أَنَّهُمْ ءَامَنُوا۟ بِمَآ أُنزِلَ إِلَيْكَ وَمَآ أُنزِلَ مِن قَبْلِكَ يُرِيدُونَ أَن يَتَحَاكَمُوٓا۟ إِلَى ٱلطَّـٰغُوتِ وَقَدْ أُمِرُوٓا۟ أَن يَكْفُرُوا۟ بِهِۦ وَيُرِيدُ ٱلشَّيْطَـٰنُ أَن يُضِلَّهُمْ ضَلَـٰلًۢا بَعِيدًا ﴿60﴾
Have you not seen those (hypocrites) who claim that they believe in that which has been sent down to you, and that which was sent down before you, and they wish to go for judgement (in their disputes) to the Tâghût (false judges) while they have been ordered to reject them. But Shaitân (Satan) wishes to lead them far astray.

أُنزِلَ unzila was revealed

قَبْلِكَ qablika before you
يُرِيدُونَ yurīdūna They wish

يَتَحَاكَمُوٓا۟ yataḥākamū go for judgment

وَقَدْ waqad and surely
أُمِرُوٓا۟ umirū they were ordered

يَكْفُرُوا۟ yakfurū reject
بِهِۦ bihi [with] it
وَيُرِيدُ wayurīdu And wishes
ٱلشَّيْطَـٰنُ l-shayṭānu the Shaitaan

ضَلَـٰلًۢا ḍalālan astray
بَعِيدًۭا baʿīdan far away

(Ayah 60, 61) In the above verses, it has been made obligatory upon Muslims to obey Allah and His Messenger. Here, it is stated that the hypocrite always disobeys the Messenger of Allah (peace be upon him) and is never pleased with his (peace be upon him) decision and command. Rather, their effort is to get a decision from some polytheist leader, Jew, Christian court, or some soothsayer, even though Islam commands the rejection of all these, and declares every court that does not act upon the command of Allah and His Messenger as Taghut. The duty of a believer is to listen to and accept the decision of Allah and His Messenger (peace be upon him). (See __XREF_51__) And the state of the hypocrites is the opposite of this (see __XREF_48__, __XREF_21__). It is unfortunate that at this time, in most Muslim countries, the system of justice of the Quran and Sunnah is not implemented in the courts, rather, the laws made by the disbelievers are enforced. The reality is that until a ruler who follows the Quran and Sunnah forcefully removes this system of the disbelievers, it is difficult for the Quran and Sunnah to reach the courts.

60. (O Prophet!) Have you not seen those who claim that they believe in what has been revealed to you and what was revealed before you, yet they wish to take their disputes to the Taghut [92] for judgment, even though they were commanded to reject it? But Satan wishes to lead them far astray.

The Hypocrites' Evasion of Bringing Their Cases to You:

Those who outwardly claim to be Muslims but are in reality hypocrites—and the meaning of "Taghut" has already been explained earlier, that it refers to any individual, court, institution, or system that seeks to impose its own authority over people in opposition to the command of Allah. The way of the hypocrites was that in cases where they expected the decision to be in their favor, they would bring it to the Messenger of Allah ﷺ, but in cases where they feared the decision would be against them, they would hesitate to bring it to you, even to the extent of outright refusal. This is exactly the condition of so-called Muslims today. If the decision of the Shariah is in their favor, they accept it wholeheartedly, but otherwise, they seek refuge in any law, custom, or court from which they expect a decision according to their own desires—and this is, in fact, a sign of hypocrisy.
