لَّـٰكِنِ ٱللَّهُ يَشْهَدُ بِمَآ أَنزَلَ إِلَيْكَ ۖ أَنزَلَهُۥ بِعِلْمِهِۦ ۖ وَٱلْمَلَـٰٓئِكَةُ يَشْهَدُونَ ۚ وَكَفَىٰ بِٱللَّهِ شَهِيدًا ﴿166﴾
But Allâh bears witness to that which He has sent down (the Qur’ân) unto you (O Muhammad صلى الله عليه وسلم); He has sent it down with His Knowledge, and the angels bear witness. And Allâh is All-Sufficient as a Witness.
لَّـٰكِنِ lākini But
ٱللَّهُ l-lahu Allah
يَشْهَدُ yashhadu bears witness
بِمَآ bimā to what
أَنزَلَ anzala He (has) revealed
إِلَيْكَ ۖ ilayka to you
أَنزَلَهُۥ anzalahu He has sent it down
بِعِلْمِهِۦ ۖ biʿil'mihi with His Knowledge
وَٱلْمَلَـٰٓئِكَةُ wal-malāikatu and the Angels
يَشْهَدُونَ ۚ yashhadūna bear witness
وَكَفَىٰ wakafā And is sufficient
بِٱللَّهِ bil-lahi Allah
شَهِيدًا shahīdan (as) a Witness

(Ayah 166){ لٰكِنِ اللّٰهُ يَشْهَدُ بِمَاۤ اَنْزَلَ اِلَيْكَ ……:} That is, revelation has always come to every prophet; this is nothing new. But in this Word (the Noble Qur’an), Allah Almighty has sent down His special knowledge, and Allah Almighty will manifest this truth. Indeed, it became manifest that the guidance given through this Prophet was never given through anyone else. (Muwaddih) This verse is also in response to the aforementioned question of the Jews: if the Jews deny the Qur’an as a divine book, this does not undermine the truthfulness of the Qur’an, because Allah Almighty Himself testifies that He has revealed the Qur’an with His knowledge and perfect wisdom, which is proof of its utmost perfection, for His knowledge encompasses the past, present, and future. It may also mean that He revealed this Qur’an with His knowledge, that is, knowing full well that among all the people in the world, you alone were most worthy that this Qur’an be revealed to you.

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. This tafsir explains the meanings of the Quran in accordance with the methodology of the Salaf (early righteous generations), relying on authentic sources and straightforward language. Due to its reliability and adherence to sound Islamic scholarship, the Saudi government publishes and distributes this tafsir among the Hujjaj (pilgrims) visiting the Haramain. 166. But Allah bears witness to what He has revealed to you; He has sent it down with His knowledge [220], and the angels also bear witness [221]. And Allah's testimony is sufficient.

The Quran is a Treasury of Divine Knowledge:

From this verse, it is understood that the Quran is a repository of divine knowledge. Through revelation, man was informed of matters for which he had no means of knowing, such as timely information about the conspiracies of enemies, timely help for the Muslims, the immediate revelation of divine commands in emergency situations, and many prophecies about the future that are mentioned in the Noble Quran. For example, the dominance of Rome over Persia, the supremacy of the religion of Islam over all other religions, the conditions before and after the Day of Judgment, the resurrection and gathering, and information regarding Paradise and Hell, etc. Another aspect of this divine revelation is that both a beginner and an advanced person benefit from the Quran according to their own capacity. The third aspect is that as a person reflects more and more on the verses of Allah, new realities begin to unfold before him. All these things indicate that Allah Almighty has revealed the Quran from His own knowledge. Just as the vastness of Allah’s knowledge is limitless, so too are the breadth and realities of His speech limitless.

[221] The testimony of the angels is credible in this regard because they are the administrators of affairs, and all matters of the universe are carried out by them with Allah’s permission, and Allah’s word is also revealed through them. Although there is no need for the testimony of the angels, for Allah’s testimony is sufficient in every respect, because He is the Creator and Administrator of everything, and the angels are bound by His command.
