Verily, those who believe, then disbelieve, then believe (again), and (again) disbelieve, and go on increasing in disbelief; Allâh will not forgive them, nor guide them on the (Right) Way.

(Ayah 137) {اِنَّالَّذِيْنَاٰمَنُوْاثُمَّكَفَرُوْا … : } By these people are meant the hypocrites who became Muslims, but whenever they saw any benefit, they would incline towards faith, and if any hardship befell them, they would become disbelievers. These people were also from the polytheists of Aws and Khazraj, and from the Jews of Madinah. Even now, countless Muslims are in the same state. It is said: «{ وَمِنَالنَّاسِمَنْيَّعْبُدُاللّٰهَعَلٰىحَرْفٍ }»[ الحج : ۱۱ ] "And among the people is he who worships Allah on the edge." Then, "increased in disbelief" means that they remained firm upon disbelief and died upon it, because this is the degree of disbelief for which there is no forgiveness. However, if a person repents and brings faith, all his sins are forgiven. Here, the discussion is about those people who accepted faith, then abandoned it, then accepted it again, then abandoned it and adopted misguidance, and then continued to increase in misguidance, until they died in a state of disbelief. After death, the repentance of such people is not accepted; Allah will not forgive them, because after reaching this state, there is no way out for them, nor can they find any way out. These very people are mentioned in Surah Al-Imran (72), Surah Al-Munafiqun (3), and Surah An-Nisa (18).

2. Some commentators have taken this to refer to the Jews. The Jews believed in Musa ؑ but denied Uzair ؑ, then when they believed in Uzair ؑ, they denied Isa. Then they continued to fall deeper into disbelief, until they even denied the prophethood of Muhammad ﷺ. And some have taken this to refer to the hypocrites, since their aim was to harm the Muslims, so they repeatedly pretended to be Muslims, but ultimately they advanced so far in disbelief and misguidance that all hope for their guidance was cut off.

137. Surely those who believed, then disbelieved [184], then believed again, then disbelieved, and then increased in disbelief—Allah will never forgive them, nor will He guide them to the right path.
[184] Repeated Changes in Faith and Thought:
By this are meant the group of hypocrites and apostates who are always wavering, so that they may join whichever side appears stronger. Such people observe the direction of the wind, assess the circumstances, and follow the desires of their own souls; and as many times as the direction of the wind changes, that many times their faith and disbelief also change. Since such faith is of no benefit, the stamp of disbelief becomes more firmly set upon them. And the second meaning of increasing in disbelief is that not only are they themselves disbelievers, but they also make every possible effort to make others disbelievers and to block the path of Islam. For such people, there remains no way to come to the right path.
