And to Allâh belongs all that is in the heavens and all that is in the earth. And Allâh is Ever All-Sufficient as Disposer of affairs.

132. Yes! To Allah belongs whatever is in the heavens and the earth [175], and Allah is sufficient as a Disposer of affairs.
[175] The Shari'ah Rulings Are Based on Human Interests:
In these verses 130 to 132, this phrase is repeated three times: ﴿وَلِلّٰهِمَافِيالسَّمٰوٰتِوَمَافِيالْاَرْضِ﴾ and each time its usage is for a different purpose. The first time, spaciousness and abundance are intended, meaning that nothing is lacking with Him. Because every single thing in the heavens and the earth belongs to Him, if separation occurs between a couple due to incompatibility, Allah can create better circumstances for both of them, because He has complete control over all kinds of means and resources. The second time, this phrase comes as evidence for another meaning, which is that it is Allah’s special mercy and grace that He sent down the Shari'ah to those before you and especially to you, commanding you to act upon these rulings and to fear Allah. All these rulings of the Shari'ah are based on your religious and worldly interests, in which there is benefit for you. Those things in which there is benefit for you are made obligatory, and those things in which there is harm for you are made forbidden. Now, if you act upon these rulings, it is beneficial for you, and if you do not, then you will be harmed. Allah is not improved by your obedience, nor is He harmed by your disobedience, because He is already the Owner of the entire universe. Therefore, He is independent of your obedience or disobedience, and His works themselves bear witness that the Creator, Owner, and Administrator of this universe is truly worthy of praise; whether you praise Him or not makes no difference.
