قُل لِّلَّهِ ٱلشَّفَـٰعَةُ جَمِيعًا ۖ لَّهُۥ مُلْكُ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ ۖ ثُمَّ إِلَيْهِ تُرْجَعُونَ ﴿44﴾
Say: "To Allâh belongs all intercession. His is the Sovereignty of the heavens and the earth. Then to Him you shall be brought back."
قُل qul Say
لِّلَّهِ lillahi To Allah (belongs)

The word {’’ لِّلّٰهِ ‘‘} coming first in {قُلْ لِّلّٰهِ الشَّفَاعَةُ جَمِيْعًا … :} creates exclusivity in the statement. That is, you should say to them that the ownership of all forms of intercession belongs only to Allah; no one can intercede without His permission, so He alone should be called upon, because only if He grants permission will anyone intercede. Not only intercession, but the sovereignty of the heavens and the earth also belongs to Him alone; no one else has any share in either intercession or sovereignty. Then you will be returned to Him alone. Shah Abdul Qadir (may Allah have mercy on him) writes: "That is, intercession is before Allah, but by Allah's command, not by your saying. 44. 1. That is, the owner of all types of intercession is only Allah; without His permission, no one will be able to intercede. Then why not worship only Allah so that He becomes pleased, and there remains no need to seek any support for intercession.

Say: All intercession belongs entirely to Allah [60]. To Him belongs the dominion of the heavens and the earth. Then to Him you will be returned.

All Authority Regarding Intercession Belongs to Allah:

In this verse, the rule regarding intercession has been made clear: all authority over intercession belongs to Allah, and only that one will be able to intercede whom Allah grants permission. Now, do you know whether Allah will even grant permission to those idols, their spirits, or the saints whom you have made or considered as intercessors? The second condition for intercession is that it will only be accepted for those for whom Allah wills. Can you tell whether Allah will grant anyone permission to intercede on your behalf? In other words, the intercession you are relying on—remove this thought from your heart. That is, if the intercessor cannot intercede of his own will unless Allah grants permission, then this is obedience to Allah’s command—where does his own authority come into it? On the Day of Judgment, some people will certainly intercede for others. But there are such restrictions on this that it becomes clear that all of this will be under Allah’s will. In this, the intercessors will also be bound by Allah’s command, and those for whom intercession is made will also be under Allah’s pleasure. So, all authority belongs to Allah, and no one else’s authority or preference will have any role in it.
