كِتَـٰبٌ أَنزَلْنَـٰهُ إِلَيْكَ مُبَـٰرَكٌ لِّيَدَّبَّرُوٓا۟ ءَايَـٰتِهِۦ وَلِيَتَذَكَّرَ أُو۟لُوا۟ ٱلْأَلْبَـٰبِ ﴿29﴾
(This is) a Book (the Qur’ân) which We have sent down to you, full of blessings, that they may ponder over its Verses, and that men of understanding may remember.
كِتَـٰبٌ kitābun (This is) a Book
أَنزَلْنَـٰهُ anzalnāhu We have revealed it
إِلَيْكَ ilayka to you
مُبَـٰرَكٌۭ mubārakun blessed
لِّيَدَّبَّرُوٓا۟ liyaddabbarū that they may ponder
ءَايَـٰتِهِۦ āyātihi (over) its Verses
وَلِيَتَذَكَّرَ waliyatadhakkara and may be reminded
أُو۟لُوا۟ ulū those of understanding
ٱلْأَلْبَـٰبِ l-albābi those of understanding

(Ayah 29) ➊ {كِتٰبٌ اَنْزَلْنٰهُ اِلَيْكَ مُبٰرَكٌ:} That is, when the good and the bad cannot be the same, then guidance from Allah regarding good and evil is necessary. For this purpose, this is the Book which We have revealed to you; it is very blessed, meaning that it contains a great deal of goodness gathered within it.

{لِيَدَّبَّرُوْۤا اٰيٰتِهٖ …: ’’ لِيَدَّبَّرُوْۤا ‘‘} is originally {’’لِيَتَدَبَّرُوْا‘‘} (tafa‘‘ul). That is, the purpose of revealing this Book is that people ponder over its verses and those with intellect take admonition from it, because only they take admonition, as He said: « اِنَّمَا يَتَذَكَّرُ اُولُوا الْاَلْبَابِ» [ الرعد : ۱۹ ] "Only those with intellect accept admonition." The benefit of pondering over the verses is when a person acts upon them. Ibn Kathir (may Allah have mercy on him) has narrated the saying of Hasan Basri: "By Allah! Pondering over the Qur’an is not just to memorize its words and neglect its limits and rulings, to the extent that some people say, 'I have recited the whole Qur’an,' even though no effect of the Qur’an is seen in their morals and habits, nor in their actions and deeds." Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 29. (This is) a blessed Book [37] which We have revealed to you, so that they may reflect upon its verses and that those of understanding may take heed.

[37] It is blessed in the sense that it fully warns a person about his end, explains everything with arguments, then also tells the ways of success in the Hereafter, and guides him in every aspect of human life. And in following it, there is nothing but benefit for a person, and there is no possibility of harm. And if people of intellect and understanding reflect upon it, they can reach the correct conclusion and benefit from the goodness and blessings of this Book.
