لِّيُنذِرَ مَن كَانَ حَيًّا وَيَحِقَّ ٱلْقَوْلُ عَلَى ٱلْكَـٰفِرِينَ ﴿70﴾
That he or it (Muhammad صلى الله عليه وسلم or the Qur’ân) may give warning to him who is living (a healthy minded - the believer), and that Word (charge) may be justified against the disbelievers (dead, as they reject the warnings).
لِّيُنذِرَ liyundhira To warn
مَن man (him) who
كَانَ kāna is
حَيًّۭا ḥayyan alive
وَيَحِقَّ wayaḥiqqa and may be proved true
ٱلْقَوْلُ l-qawlu the Word
عَلَى ʿalā against
ٱلْكَـٰفِرِينَ l-kāfirīna the disbelievers

(Ayah 70) ➊ { لِيُنْذِرَ مَنْ كَانَ حَيًّا:} So that it may warn the person whose heart and insight are alive, who has not suspended his faculties of thinking and understanding, nor has his heart become dead like a stone that no matter how much he is advised, it has no effect on him, because only a person with a living heart can benefit from this warning, as He said: « اِنَّمَا تُنْذِرُ الَّذِيْنَ يَخْشَوْنَ رَبَّهُمْ بِالْغَيْبِ وَ اَقَامُوا الصَّلٰوةَ وَ مَنْ تَزَكّٰى فَاِنَّمَا يَتَزَكّٰى لِنَفْسِهٖ وَ اِلَى اللّٰهِ الْمَصِيْرُ (18) وَ مَا يَسْتَوِي الْاَعْمٰى وَ الْبَصِيْرُ (19) وَ لَا الظُّلُمٰتُ وَ لَا النُّوْرُ (20) وَ لَا الظِّلُّ وَ لَا الْحَرُوْرُ (21) وَ مَا يَسْتَوِي الْاَحْيَآءُ وَ لَا الْاَمْوَاتُ اِنَّ اللّٰهَ يُسْمِعُ مَنْ يَّشَآءُ وَ مَاۤ اَنْتَ بِمُسْمِعٍ مَّنْ فِي الْقُبُوْرِ (22) اِنْ اَنْتَ اِلَّا نَذِيْرٌ (23) اِنَّاۤ اَرْسَلْنٰكَ بِالْحَقِّ بَشِيْرًا وَّ نَذِيْرًا وَ اِنْ مِّنْ اُمَّةٍ اِلَّا خَلَا فِيْهَا نَذِيْرٌ» [ فاطر : ۱۸ تا ۲۴ ] "You only warn those who fear their Lord unseen and establish prayer, and whoever purifies himself, he only purifies himself for his own benefit, and to Allah is the final return. And the blind and the seeing are not equal. Nor darkness and light. Nor shade and scorching heat. And the living and the dead are not equal. Indeed, Allah makes hear whom He wills, and you cannot make those who are in the graves hear. You are only a warner. Indeed, We have sent you with the truth as a bearer of good tidings and a warner, and there was never a nation but that a warner had passed among them." And He said: « اِنَّمَا تُنْذِرُ مَنِ اتَّبَعَ الذِّكْرَ وَ خَشِيَ الرَّحْمٰنَ بِالْغَيْبِ فَبَشِّرْهُ بِمَغْفِرَةٍ وَّ اَجْرٍ كَرِيْمٍ» [ یٰسٓ : ۱۱ ] "You only warn him who follows the reminder and fears the Most Merciful unseen, so give him glad tidings of forgiveness and a noble reward." And He said: «فَاِنَّكَ لَا تُسْمِعُ الْمَوْتٰى وَ لَا تُسْمِعُ الصُّمَّ الدُّعَآءَ اِذَا وَلَّوْا مُدْبِرِيْنَ (56) وَ مَاۤ اَنْتَ بِهٰدِ الْعُمْيِ عَنْ ضَلٰلَتِهِمْ اِنْ تُسْمِعُ اِلَّا مَنْ يُّؤْمِنُ بِاٰيٰتِنَا فَهُمْ مُّسْلِمُوْنَ » [ الروم : ۵۲، ۵۳ ] "So indeed, you do not make the dead hear, nor do you make the deaf hear the call when they turn their backs retreating. And you are not a guide to the blind out of their error. You only make hear those who believe in Our verses, so they submit."
{ وَ يَحِقَّ الْقَوْلُ عَلَى الْكٰفِرِيْنَ :} And so that the proof from Allah may be established against those who persist in disbelief, and they may have no excuse left by which they could consider themselves innocent and oppressed on the Day of Resurrection.

70. 1. That is, whose heart is sound, accepts the truth and rejects falsehood.

70. So that he may warn whoever is alive, and so that the Word may be fulfilled against the disbelievers [63].

[63] That is, you should warn the one whose conscience is not yet dead and who seeks guidance about his end result. So that the argument may be completed against stubborn and obstinate people, and this is only possible if the temperament of the Quran and its bearer is not poetic, but wise and admonishing.
