Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
(Ayah 7) {لَقَدْحَقَّالْقَوْلُعَلٰۤىاَكْثَرِهِمْ …:’’ حَقَّالْقَوْلُ ‘‘} By “the word has been proved” is meant the decree of punishment upon them, as Allah Almighty has said: « وَلَوْشِئْنَالَاٰتَيْنَاكُلَّنَفْسٍهُدٰىهَاوَلٰكِنْحَقَّالْقَوْلُمِنِّيْلَاَمْلَـَٔنَّجَهَنَّمَمِنَالْجِنَّةِوَالنَّاسِاَجْمَعِيْنَ »[السجدۃ : ۱۳ ] “And if We had willed, We could have given every soul its guidance, but the word from Me has been established that I will surely fill Hell with jinn and mankind all together.” This refers to those people who, even after the coming of the Prophet and the truth becoming clear, persist in their disbelief. Allah Almighty had known about them from eternity that, due to their stubbornness and arrogance, they would not believe, and based on this knowledge, He had written that they would become fuel for Hell. This is not because Allah deprived them of faith by compulsion, because in the case of compulsion, they would not be deserving of punishment. The fact that the cause of their misguidance is their own stubbornness and hostility has been mentioned in several verses. See Surah Al-Baqarah (26, 27), Az-Zukhruf (36, 37), As-Saff (5), Al-An’am (110), Fussilat (25), and Al-Ahqaf (17, 18). A verse with the same meaning is: « اِنَّالَّذِيْنَحَقَّتْعَلَيْهِمْكَلِمَتُرَبِّكَلَايُؤْمِنُوْنَ (96) وَلَوْجَآءَتْهُمْكُلُّاٰيَةٍحَتّٰىيَرَوُاالْعَذَابَالْاَلِيْمَ »[ یونس : ۹۶، ۹۷ ] “Indeed, those upon whom the word of your Lord has come into effect will not believe, even if every sign should come to them, until they see the painful punishment.”
Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf
Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. This tafsir explains the meanings of the Quran in accordance with the methodology of the Salaf (early righteous generations), relying on authentic sources and straightforward language. Due to its reliability and adherence to sound Islamic scholarship, the Saudi government publishes and distributes this tafsir among the Hujjaj (pilgrims) visiting the Haramain. The tafsir is originally written in Urdu, translated to English by tohed.com.
7. 1. Like Abu Jahl, Utbah, Shaybah, etc. The meaning of the matter being established is Allah Almighty’s statement that “I will surely fill Hell with jinn and mankind together” (وَلَوْشِئْنَالَاٰتَيْنَاكُلَّنَفْسٍهُدٰىهَاوَلٰكِنْحَقَّالْقَوْلُمِنِّيْلَاَمْلَئَنَّجَهَنَّمَمِنَالْجِنَّةِوَالنَّاسِاَجْمَعِيْنَ) 32. As-Sajdah:13). While addressing Shaytan, Allah also said, “I will surely fill Hell with you and those who follow you.” This is not because Allah forcibly deprived them of faith, because in the case of compulsion, they would not be deserving of punishment.
Tafsir Taiseer ul-Quran — Maulana Abdul Rahman Kilani

7. Indeed, the Word has already been proven true against most of them, so they will not [7] believe [6].
[6] Wherever the Noble Quran uses the term "Haq al-Qawl" (the word of truth), its addressees are generally those people who either do not believe in the Hereafter at all, such as the disbelievers of Makkah or other similar nations who have passed before or will come later. Or they are those who do believe in the Hereafter, but at the same time, they have fabricated such beliefs of easy salvation that they nullify the real purpose of believing in the Hereafter. For example, the belief of the Jews that the fire of Hell will not touch them except for a few days. Or the belief of the Jews and Christians that they are the sons of Allah and His beloved ones. Why would Allah punish them? Or the belief of some Muslims that the descendants of the noble lineage are inherently pure; whatever they do, they remain pure. Or the belief that if one pledges allegiance to a certain saint or holds onto his garment, he will take them to Paradise with him and will not let them stay behind, or that he will intercede with Allah and have them forgiven, and so on. All such beliefs, in reality, negate the belief in the Hereafter.
[7] The completion of this sentence is that they will not believe, and they will become the fuel of Hell. Here, it should be understood that the faith referred to here is faith in the Hereafter. Otherwise, even the disbelievers of Makkah acknowledged the existence of Allah. However, they did not believe in the Hereafter, and for this reason, they also denied your Prophethood.
