إِنَّآ أَرْسَلْنَـٰكَ بِٱلْحَقِّ بَشِيرًا وَنَذِيرًا ۚ وَإِن مِّنْ أُمَّةٍ إِلَّا خَلَا فِيهَا نَذِيرٌ ﴿24﴾
Verily We have sent you with the truth, a bearer of glad tidings and a warner. And there never was a nation but a warner had passed among them.
إِنَّآ innā Indeed, We
أَرْسَلْنَـٰكَ arsalnāka [We] have sent you
بِٱلْحَقِّ bil-ḥaqi with the truth
بَشِيرًۭا bashīran (as) a bearer of glad tidings
وَنَذِيرًۭا ۚ wanadhīran and (as) a warner
وَإِن wa-in And not
مِّنْ min (was) any
أُمَّةٍ ummatin nation
إِلَّا illā but
خَلَا khalā had passed
فِيهَا fīhā within it
نَذِيرٌۭ nadhīrun a warner

(Ayah 24) ➊ { اِنَّاۤ اَرْسَلْنٰكَ بِالْحَقِّ بَشِيْرًا وَّ نَذِيْرًا:} By "the truth" is meant the Shariah revealed by Allah Almighty. That is, O Messenger! We have sent you with the truth so that you may give glad tidings of Paradise to those who believe in you and warn those who deny you of Allah's punishment. In this, there is glad tidings and comfort for the Messenger of Allah, peace and blessings be upon him.
{ وَ اِنْ مِّنْ اُمَّةٍ اِلَّا خَلَا فِيْهَا نَذِيْرٌ :} In this, Allah Almighty has mentioned His mercy and grace upon the people, that He did not leave them wandering in darkness without pointing out the straight and wrong path for them. Rather, for every nation that passed before, He surely sent a warner to it, whether that was a prophet or a messenger, or his deputy—a scholar or preacher of the religion through whom the Shariah brought by the Messenger could reach the people.

24. Surely, We have sent you with the truth as a bearer of good news and a warner, and there has never been a nation [30] without a warner having passed among them.

[30] This does not mean that Allah necessarily sent a prophet or messenger to every nation and every settlement. Rather, it refers only to those nations or people to whom the teachings of any prophet could not reach, whether due to distance or the passage of time. In other words, the call of Allah has certainly reached all of humanity, whether or not a messenger came to them.
