➋ { وَ اِنْ مِّنْ اُمَّةٍ اِلَّا خَلَا فِيْهَا نَذِيْرٌ :} In this, Allah Almighty has mentioned His mercy and grace upon the people, that He did not leave them wandering in darkness without pointing out the straight and wrong path for them. Rather, for every nation that passed before, He surely sent a warner to it, whether that was a prophet or a messenger, or his deputy—a scholar or preacher of the religion through whom the Shariah brought by the Messenger could reach the people.

[30] This does not mean that Allah necessarily sent a prophet or messenger to every nation and every settlement. Rather, it refers only to those nations or people to whom the teachings of any prophet could not reach, whether due to distance or the passage of time. In other words, the call of Allah has certainly reached all of humanity, whether or not a messenger came to them.
