۞ قَدْ يَعْلَمُ ٱللَّهُ ٱلْمُعَوِّقِينَ مِنكُمْ وَٱلْقَآئِلِينَ لِإِخْوَٰنِهِمْ هَلُمَّ إِلَيْنَا ۖ وَلَا يَأْتُونَ ٱلْبَأْسَ إِلَّا قَلِيلًا ﴿18﴾
Allâh already knows those among you who keep back (men) from fighting in Allâh’s Cause, and those who say to their brethren "Come here towards us," while they (themselves) come not to the battle except a little,
۞ قَدْ qad Verily
يَعْلَمُ yaʿlamu Allah knows
ٱللَّهُ l-lahu Allah knows
ٱلْمُعَوِّقِينَ l-muʿawiqīna those who hinder
مِنكُمْ minkum among you
وَٱلْقَآئِلِينَ wal-qāilīna and those who say
لِإِخْوَٰنِهِمْ li-ikh'wānihim to their brothers
هَلُمَّ halumma Come
إِلَيْنَا ۖ ilaynā to us
وَلَا walā and not
يَأْتُونَ yatūna they come
ٱلْبَأْسَ l-basa (to) the battle
إِلَّا illā except
قَلِيلًا qalīlan a few

(Ayah 18) ➊ { قَدْ يَعْلَمُ اللّٰهُ الْمُعَوِّقِيْنَ۠ مِنْكُمْ … :} That is, Allah Almighty knows among you those people who also prevent others from jihad and say to their friends and family members that instead of putting yourselves in danger, come to us and stay comfortably at home like us. The hypocrites are meant by this.
{ وَ لَا يَاْتُوْنَ الْبَاْسَ اِلَّا قَلِيْلًا :} That is, sometimes they come just for show and to have their names registered.

Allah knows well those among you who hinder (others from fighting) and those who say to their brothers, 'Come to us,' and they themselves hardly join in the fighting [23].

[23] That is, not only do they themselves keep thinking of excuses to avoid jihad, but they also try to persuade others to abandon the Prophet and the Muslims. They say, “Why are you caught up in this cycle of faith and truthfulness? Why have you made your life bitter for no reason?” Instead of facing hardships and dangers, choose the path of safety and comfort that we have chosen. And their own condition is such that sometimes, merely for outward formality and show, they appear in the field of action.
