Surah Luqman (31) — Ayah 7

وَإِذَا تُتْلَىٰ عَلَيْهِ ءَايَـٰتُنَا وَلَّىٰ مُسْتَكْبِرًا كَأَن لَّمْ يَسْمَعْهَا كَأَنَّ فِىٓ أُذُنَيْهِ وَقْرًا ۖ فَبَشِّرْهُ بِعَذَابٍ أَلِيمٍ ﴿7﴾
And when Our Verses (of the Qur’ân) are recited to such a one, he turns away in pride, as if he heard them not - as if there were deafness in his ear. So announce to him a painful torment.
وَإِذَا wa-idhā And when
تُتْلَىٰ tut'lā are recited
عَلَيْهِ ʿalayhi to him
ءَايَـٰتُنَا āyātunā Our Verses
وَلَّىٰ wallā he turns away
مُسْتَكْبِرًۭا mus'takbiran arrogantly
كَأَن ka-an as if
لَّمْ lam not
يَسْمَعْهَا yasmaʿhā he (had) heard them
كَأَنَّ ka-anna as if
فِىٓ in
أُذُنَيْهِ udhunayhi his ears
وَقْرًۭا ۖ waqran (is) deafness
فَبَشِّرْهُ fabashir'hu So give him tidings
بِعَذَابٍ biʿadhābin of a punishment
أَلِيمٍ alīmin painful

7-1 This is the state of the person who remains engrossed in the aforementioned amusements and distractions; when he hears the verses of the Qur'an and the words of Allah and His Messenger ﷺ, he becomes as if deaf, even though he is not deaf, and in this way he turns his face away as if he has not heard at all, because hearing them causes him discomfort. Therefore, he gains no benefit. The meaning of وقرا is such a burden in the ears that it deprives one of hearing.

7. And when Our verses are recited to him, he turns away in arrogance as if he had not heard them, as if there is heaviness in his ears [8]. So give him the good news of a painful punishment.

[8] This is his indifference towards the signs of Allah, as if he does not even consider it necessary to listen to the signs of Allah. And even if the sound reaches his ears, he ignores it as if, due to hardness of hearing, he did not hear anything at all. And he does all this out of arrogance and pride; therefore, as a punishment for this arrogance, he will receive a painful torment.
