وَيَوْمَ تَقُومُ ٱلسَّاعَةُ يُقْسِمُ ٱلْمُجْرِمُونَ مَا لَبِثُوا۟ غَيْرَ سَاعَةٍ ۚ كَذَٰلِكَ كَانُوا۟ يُؤْفَكُونَ ﴿55﴾
And on the Day that the Hour will be established, the Mujrimûn (criminals, disbelievers, polytheists, sinners) will swear that they stayed not but an hour - thus were they ever deluded [away from the truth (i.e. they used to tell lies and take false oaths, and turn away from the truth) in this life of the world)]
وَيَوْمَ wayawma And (the) Day

ٱلسَّاعَةُ l-sāʿatu the Hour
يُقْسِمُ yuq'simu will swear
ٱلْمُجْرِمُونَ l-muj'rimūna the criminals
مَا not

غَيْرَ ghayra but
سَاعَةٍۢ ۚ sāʿatin an hour
كَذَٰلِكَ kadhālika Thus
كَانُوا۟ kānū they were
يُؤْفَكُونَ yu'fakūna deluded

(Ayah 55){ وَ يَوْمَ تَقُوْمُ السَّاعَةُ …:} On the Day of Resurrection, the criminals will swear oaths that they did not remain except for one hour, meaning their life in the world was no more than an hour. They did not have enough time to recognize their Lord or to act upon the words of their messengers. Their purpose in this will be to say that in such a short time, the proof was not established against us, so we are excused. (Ibn Kathir) That is, just as these people in the world recognized the truth and knowingly left it for falsehood, and would swear oaths on the truth of falsehood, in the same way, in the Hereafter, even though they know that they remained in the world for such a period that if they had wanted to know or accept, they could have done so. (Fatir: 37) They will swear false oaths that they did not remain in the world for more than an hour and will think that, just as in the world, here too their lie will succeed because of their oaths. 55-1. The meaning of "Saa‘at" is hour, moment; what is meant is the Day of Judgment. It is called "Saa‘at" because when Allah wills, this event will occur in a single moment. Or because it will happen in that moment which will be the last moment of the world.

55-2. In the world or in their graves, they will swear false oaths according to their habit, because only the duration they spent in the world will be known to them. And if what is meant is the life of the grave, then their oath will be based on ignorance because they will not know the duration of the grave. Some say that compared to the terrors and dreadful conditions of the Hereafter, the life of this world will seem to them like a moment.

55-3. The meaning of "afaka ar-rajulu" is: he turned away from the truth. The meaning will be: just as he turned away, they kept wandering or straying in the world.

55. And on the Day when the Hour is established, the criminals will swear that they did not remain (in the world) except for an hour [61]. Thus they used to be deluded (in the world) as well.

The Guesses of the Disbelievers Will Be Wrong Both in This World and in the Hereafter:

This period could refer to the worldly life, or to the realm of Barzakh, or to both. Although the criminals are punished in the grave as well, this punishment is so light compared to the punishment of the Hereafter that the criminals will even consider the torment of the grave as moments of comfort. Upon seeing their fate and the punishment for themselves on the Day of Resurrection, they will swear repeatedly that they only stayed in the world for a single hour. They will wish, "How good it would have been if we had spent that little time in obedience to Allah, and had not been destined to see this evil day." That will be their estimation there, and in the world they make such estimations and act as if they are to remain in this world forever. They are heedless of Allah and of their own death. Their estimations in the world were also wrong and utterly false. In the Hereafter, they will continue to make wrong estimations.
