ٱللَّهُ ٱلَّذِى يُرْسِلُ ٱلرِّيَـٰحَ فَتُثِيرُ سَحَابًا فَيَبْسُطُهُۥ فِى ٱلسَّمَآءِ كَيْفَ يَشَآءُ وَيَجْعَلُهُۥ كِسَفًا فَتَرَى ٱلْوَدْقَ يَخْرُجُ مِنْ خِلَـٰلِهِۦ ۖ فَإِذَآ أَصَابَ بِهِۦ مَن يَشَآءُ مِنْ عِبَادِهِۦٓ إِذَا هُمْ يَسْتَبْشِرُونَ ﴿48﴾
Allâh is He Who sends the winds, so that they raise clouds, and spread them along the sky as He wills, and then break them into fragments, until you see rain drops come forth from their midst! Then when He has made them fall on whom of His slaves as He wills, lo, they rejoice!
ٱللَّهُ al-lahu Allah
ٱلَّذِى alladhī (is) the One Who
يُرْسِلُ yur'silu sends
ٱلرِّيَـٰحَ l-riyāḥa the winds
فَتُثِيرُ fatuthīru so they raise
سَحَابًۭا saḥāban (the) clouds
فَيَبْسُطُهُۥ fayabsuṭuhu then He spreads them
فِى in
ٱلسَّمَآءِ l-samāi the sky
كَيْفَ kayfa how
يَشَآءُ yashāu He wills
وَيَجْعَلُهُۥ wayajʿaluhu and He makes them
كِسَفًۭا kisafan fragments
فَتَرَى fatarā so you see
ٱلْوَدْقَ l-wadqa the rain
يَخْرُجُ yakhruju coming forth
مِنْ min from
خِلَـٰلِهِۦ ۖ khilālihi their midst
فَإِذَآ fa-idhā Then when
أَصَابَ aṣāba He causes it to fall on
بِهِۦ bihi He causes it to fall on
مَن man whom
يَشَآءُ yashāu He wills
مِنْ min of
عِبَادِهِۦٓ ʿibādihi His slaves
إِذَا idhā behold
هُمْ hum They
يَسْتَبْشِرُونَ yastabshirūna rejoice

(Ayah 48) {اَللّٰهُ الَّذِيْ يُرْسِلُ الرِّيٰحَ فَتُثِيْرُ سَحَابًا …:} Abdur Rahman Kilani (may Allah have mercy on him) writes: “In this one verse, Allah Almighty has mentioned several of His signs, for example, the wind, which cannot even bear the weight of a pebble and the pebble falls to the ground, yet this wind carries water vapors on its shoulders like a piece of paper. Those water vapors contain millions of tons of water, and the estimate of this weight can be made from the area of land where this rain falls and how many inches of rain occur. Secondly, the direction of these carrier winds is not naturally fixed (that they must necessarily blow in a certain direction), rather Allah Almighty turns them in whichever direction He Himself wills. Therefore, rain falls wherever He wants, and not in another area (and as much as He wants, not more). Thirdly, when these clouds reach such a cold atmospheric region that can convert water vapors back into water, even then, all the water in the clouds does not fall to the ground at once, but rather falls drop by drop, so much so that if the cold is greater, those drops become hailstones, but it does not happen that due to excessive cold, all the water turns into ice and falls at once, and in this are many wisdoms of Allah Almighty.

Before the rain, the state of the earth was such that dust was flying everywhere, and dust had settled on the leaves of the trees. When it rains, the trees are washed and the earth begins to flourish, as if it has received new life. Then, many kinds of living beings are also born in the rain and begin to make sounds and move about. A spring arrives, which delights the hearts, and at the same time, all creatures find provisions for their sustenance, and the human being, who was in despair before the rain, becomes happy again and begins to rejoice and boast.”

48-1. That is, wherever the clouds are, the winds lift them up and carry them away.
48-2. Sometimes by driving them, sometimes by letting them stay, sometimes by layering them, sometimes to far-off places. These are the different states of clouds in the skies.
48-3. That is, after spreading them in the sky, sometimes He divides them into different pieces.
48-4. That is, from these clouds, if Allah wills, rain falls, which makes those in need of rain happy.

Allah is the One who sends the winds, so they raise the clouds. Then He spreads them in the sky as He wills, and makes them into fragments, and you see the rain coming forth from within them. Then, when He causes it to fall upon whom He wills of His servants [56], they rejoice.

Allah’s Powers and Wisdoms in the Process of Rainfall:

In this single verse, Allah Almighty has mentioned many of His signs. The Pleasant Results of Rain:

Before the rain, the condition of the earth was such that dust was flying everywhere. There was dust and dirt on the leaves of the trees. When it rains, the trees are washed clean. The earth begins to flourish, as if it has received new life. Then, many kinds of living beings are also born in the rain and begin to make sounds and move about. A spring arrives, which delights the hearts, and at the same time, the means of sustenance for all creatures also become available. And the human being, who before the rain was a victim of despair, becomes happy again and begins to rejoice and exult.
