إِنَّ ٱلَّذِينَ يَكْفُرُونَ بِـَٔايَـٰتِ ٱللَّهِ وَيَقْتُلُونَ ٱلنَّبِيِّـۧنَ بِغَيْرِ حَقٍّ وَيَقْتُلُونَ ٱلَّذِينَ يَأْمُرُونَ بِٱلْقِسْطِ مِنَ ٱلنَّاسِ فَبَشِّرْهُم بِعَذَابٍ أَلِيمٍ ﴿21﴾
Verily! Those who disbelieve in the Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.) of Allâh and kill the Prophets without right, and kill those men who order just dealings, ... then announce to them a painful torment.
إِنَّ inna Indeed

بِغَيْرِ bighayri without
حَقٍّۢ ḥaqqin right
وَيَقْتُلُونَ wayaqtulūna and they kill
ٱلَّذِينَ alladhīna those who
يَأْمُرُونَ yamurūna order
بِٱلْقِسْطِ bil-qis'ṭi [with] justice
مِنَ mina among
ٱلنَّاسِ l-nāsi the people
فَبَشِّرْهُم fabashir'hum then give them tidings
بِعَذَابٍ biʿadhābin of a punishment
أَلِيمٍ alīmin painful

(Ayah 22,21){اِنَّ الَّذِيْنَ يَكْفُرُوْنَ … :} In this is the condemnation of the People of the Book, whose entire history bears witness that not only did they refuse to act upon the divine commands, but they also continued to kill the prophets and those who ever presented the call to truth before them, and this is the ultimate limit of arrogance. The Messenger of Allah (peace and blessings be upon him) said: “Whoever has even a mustard seed’s weight of arrogance in his heart will not enter Paradise.” A man said: “A person likes that his clothes are beautiful and his shoes are good.” So he (peace and blessings be upon him) said: “Indeed, Allah is beautiful and loves beauty. And the Messenger of Allah (peace and blessings be upon him) said: “On the Day of Resurrection, the severest punishment will be for the one whom a prophet killed, or who killed a prophet.” [مسند أحمد : 407/1، ح : ۳۸۶۷، عن ابن مسعود رضی اللہ عنہ۔ الصحیحۃ: ۲۸۱ ]

21. 1. That is, their rebellion and transgression had reached such an extent that not only did they unjustly kill the prophets, but they also killed those who spoke of justice and fairness. That is, those sincere believers and callers to truth who fulfilled the duty of enjoining good and forbidding evil. By mentioning them alongside the prophets, Allah Almighty has also made clear their greatness and virtue.

21. Those who deny the signs of Allah and kill the Prophets without right [25], and kill those who command justice among the people—give them glad tidings of a painful punishment [26].

The Jews and the Killing of Prophets:

The act of unjustly killing prophets and the righteous was not committed by the Jews of the Prophetic era, but rather by their ancestors, and these incidents were so well-known and famous that no one could deny them. Then, since the Jews of the Prophetic era were pleased and satisfied with such deeds of their ancestors, the Quran rightly addressed them. It is learned from narrations that the Children of Israel killed forty-three (43) prophets in a single morning; this was done by the scholars of the Children of Israel in collusion with their government. Just as they made a despicable attempt to crucify Jesus ؑ through the government. When they had killed so many prophets, the followers of those prophets and those who feared Allah strongly protested against such despicable acts, so they killed one hundred and seventy of those righteous leaders that same evening. These were the people who used to stop them from such evil deeds and commanded justice. The real reason for killing these prophets, as the Quran has clearly stated, was that their own power and authority would be endangered by obeying the prophets. Therefore, in order to maintain their leadership and chieftainship, they considered it safer to kill the prophets and the righteous. Killing prophets is among the gravest major sins. Hazrat Abu Ubaidah ؓ once asked the Messenger of Allah ﷺ, "Who will have the severest punishment on the Day of Resurrection?" He ﷺ replied: "The one who killed a prophet or someone who spoke good and forbade evil." Also, Hazrat Abu Hurairah ؓ narrates that once the Prophet ﷺ told us many ahadith, among them was this: Allah's wrath is kindled against the nation that kills Allah's messenger.

[26] The use of the word "good news" for the Jews is actually sarcastic, and the painful punishment they received in this world has already been mentioned by us in summary. This very nation was declared "those upon whom is wrath," and humiliation and misery were decreed for them, except if they sought refuge with other people. As for the punishment of the Hereafter, Allah Almighty has stated that such people will be most deserving of the severest punishment.
