Not for you (O Muhammad صلى الله عليه وسلم, but for Allâh) is the decision; whether He turns in mercy to (pardons) them or punishes them; verily, they are the Zâlimûn (polytheists, disobedients, and wrong-doers).

(Ayah 129,128) ➊ {لَيْسَلَكَمِنَالْاَمْرِشَيْءٌ … :} In this verse, it is stated to the Prophet (peace be upon him) that the servant has no authority; all kinds of authority are in the hands of Allah Almighty. (Muwaddih) At Bi’r Ma‘unah, the tribes who deceitfully killed seventy of his companions, and those who were at the forefront among the polytheists in the Battle of Uhud, against them the Messenger of Allah (peace be upon him) began to supplicate by mentioning their names in the Qunoot. The incident of Bi’r Ma‘unah is present in Bukhari. [ بخاری، المغازی، باب غزوۃ الرجیع… : ۴۰۸۶ ] Abdullah bin Umar (may Allah be pleased with them both) says that when the Messenger of Allah (peace be upon him) would raise his head after bowing in the second rak‘ah of Fajr prayer, after {’’ سَمِعَاللّٰهُلِمَنْحَمِدَهٗرَبَّنَاوَلَكَالْحَمْدُ ‘‘}, he would supplicate: “O Allah! Curse so-and-so, so-and-so, and so-and-so.” So Allah Almighty revealed this verse: «لَيْسَلَكَمِنَالْاَمْرِشَيْءٌ » “You have no part in the matter at all.” [ بخاری، التفسیر، باب : «لیس لک من الأمر شیء» : ۴۰۶۹ ] Thus, Allah Almighty granted all those people, whom he used to curse by name, the ability to repent and they became Muslims. From this, it is understood that the only one who is absolutely authoritative and Knower of the unseen is Allah alone, otherwise he would have surely made his dear uncle a Muslim and would have surely had those who committed oppression at Uhud and Bi’r Ma‘unah accursed.
➋ From these verses and hadiths, it is understood that in Qunoot Nazilah, it is not permissible to curse any disbeliever by name, for who knows, Allah Almighty may grant him the ability to repent. However, cursing the general disbelievers is correct, and this is also established from the Messenger of Allah (peace be upon him).

128. 1. That is, to guide these disbelievers or to make any kind of decision regarding their matter is entirely within Allah's authority. It is mentioned in the ahadith that during the Battle of Uhud, the blessed teeth of the Prophet ﷺ were martyred and his blessed face was also wounded, so he ﷺ said, "How can that nation attain success which has wounded its Prophet?" In this way, he ﷺ expressed despair regarding their guidance. Upon this, this verse was revealed. Similarly, in some narrations, it is mentioned that he ﷺ also performed Qunoot Nazilah for some disbelievers in which he supplicated against them, upon which Allah Almighty revealed this verse. Thus, he ﷺ stopped the supplication against them (Ibn Kathir, Fath al-Qadeer). Those people should take heed from this verse who declare the Prophet ﷺ to be the absolute authority, for he ﷺ did not even have the authority to guide anyone to the right path, even though he ﷺ was sent to call towards that very path.
128. 2. These tribes whom he supplicated against, by Allah's guidance, all became Muslims. From this, it is understood that the absolute authority and knower of the unseen is only Allah Almighty.

128. O Prophet, you have no say in this matter. It is up to Allah whether He forgives them or punishes them [117]; indeed, they are wrongdoers.
[117] The Supplication Against Those Who Wounded the Prophet ﷺ:
The further details of the Battle of Uhud will be mentioned later. Here, only one incident is indicated which became the reason for the revelation of this verse. That incident was that in the Battle of Uhud, the front tooth of the Messenger of Allah ﷺ was broken and his head was wounded. He would wipe the blood from his face and say, "How can a people succeed who have wounded the head of their Prophet and broken his tooth, while he was calling them towards Allah?" So, on this occasion, this verse was revealed. [ مسلم۔ كتاب الجهاد، باب غزوه احد] Thus, on this occasion, he ﷺ mentioned the names of some prominent polytheists and supplicated against them. But Allah willed something else. Only a few days had passed when those very polytheists against whom he had supplicated, Allah brought them to his feet and made them valiant soldiers of Islam.
