(Ayah 4) {اَمْحَسِبَالَّذِيْنَيَعْمَلُوْنَالسَّيِّاٰتِاَنْيَّسْبِقُوْنَا … :} Although the words of {’’ الَّذِيْنَيَعْمَلُوْنَالسَّيِّاٰتِ ‘‘} (those who do evil deeds) are general, which include both believers and disbelievers, but here it refers to the disbelievers. Shah Abdul Qadir writes: “The first two verses were about the Muslims who were afflicted by the persecutions of the disbelievers, and this verse is about the disbelievers who were tormenting the Muslims.” (Mawdhih) That is, seeing the trials and tests of the believers, have the disbelievers assumed that they will escape from Us and will not be seized by Us? If they have formed this opinion from the temporary respite that they will always remain in comfort and will never fall into the hands of Allah Almighty, then they have formed a very bad opinion, because the trial of the believers is only for a certain time and is a means of raising their ranks, whereas for the disbelievers a severe punishment is prepared, which, unlike the trial of the believers, is not for a few days but is everlasting.

4-1. That is, they will escape from us and will not be caught by us.
4-2. That is, what corrupt assumption about Allah are they involved in, when He is capable of everything and is aware of every matter? Then, after disobeying Him, how is it possible to escape from His accountability and punishment?

Or do those who commit evil deeds think that they can outstrip Us [4]? How evil is the judgment they make!
[4] This sentence has two meanings: one is that if We wish to seize them, these people cannot escape from Our grasp; and the second meaning is that despite all their strenuous hostile efforts and conspiracies, they themselves will remain unsuccessful and will never be able to prevent the dominance of Islam. And if they think that they will surely succeed, then this is their great delusion and a completely wrong judgment. It should be noted that in this verse, the address is directed only towards the disbelievers.
